Incumbents Shaun Musil, a Nex-Tech employee, and Sandy Jacobs, a retired banker, were the top two vote-getters for the Hays City Commission, according to the unofficial results from Tuesday's local election.&nbsp;

The third open seat will go to newcomer David Vilaysing. A retired officer with the Hays Police Department and owner of DXI Training Solutions for first responders, Vilaysing beat out the remaining candidates, including incumbent Reese Barrick.

Musil and Jacobs will serve four-year terms while Vilaysing will serve a two-year term.

The trio will be sworn into office during the first regular commission meeting in January when the governing body will also be reorganized.&nbsp;&nbsp;

Choitz, Allen and Ancar did not actively campaign for a seat.&nbsp;

The balloting still must be canvassed by the Ellis County Commission. Voter turnout was 22.56%.

2 incumbents, 1 newcomer elected to Hays City Commission

Two incumbents and a former school board member were elected to the Hays USD 489 school board on Tuesday.

Curt Vajnar, the current president of the board, was re-elected, receiving the most votes—2,531.

Vajnar is a former ag teacher at Hays High School. This will be his second four-year term.

Ken Brooks and Craig Pallister tied with 1,948 votes each.&nbsp;

Brooks, an incumbent and the current vice president of the board, will be serving his second four-year term. Brooks is a loss control safety specialist for Insurance Planning.

Pallister is a retired educator who served as principal of Hays Middle School for 21 years. He served four years on the school board, but narrowly lost re-election to the board two years ago behind Jayme Goetz.

Meagan Zampieir-Lillpopp lost her bid for re-election, receiving 1,294 votes. Kelly Ancar rounded out the slate of candidates, receiving 1,603 votes.

All three winning candidates focused their comments on completing the bond projects.&nbsp;

The district opened a new high school building in August. A renovation and addition have been completed at Roosevelt Elementary School.

Work is underway to renovate the former high school building into a middle school. Students will move into that space in January. Work is ongoing on a renovation and expansion of O'Loughlin Elementary School.

Once the current middle school is vacated, work will begin to renovate it into a four-section elementary school.

Vajnar said, "I just want to get the bond issue stuff completed and on budget. ... I just want to make sure we continue on doing a good job educating our youth. That's why I ran, making sure we have a good education system for kids who come through our school system."

Ken Brooks said, "I hope to keep us on track as we finish the bond project, and I am excited about what the next four years are going to bring. I hope I can continue serving as I have."

"I want to thank Curt and Craig, and I also want to thank Meagan [Zampieri-Lillpopp] for four great years of service," Brooks said.

Pallister said he looked forward to rejoining the board and also hoped to work toward finishing the bond projects.

The candidates will begin their new terms in January.

Results will not be final until canvassing at 8:30 a.m. Wednesday, Nov. 12. The canvass will be in the county commission meeting room at the Ellis County Administration Building.

The canvass includes consideration of any provisional ballots, as well as any eligible mail-in ballots received within the next three days.

3 veterans elected to Hays USD 489 school board

The women’s ministry at Hays First United Methodist Church, 305 W. Seventh St., will host its annual fall fundraiser from 10:30 a.m. to 1 p.m. Saturday, Nov. 8.

The United Women in Faith (UWF) Peddler’s Soup Luncheon and Bake Sale will feature homemade chili, hamburger vegetable soup, and chicken noodle soup; relishes; pie; and a beverage.

Tickets, which will be available at the door, will be $10 for adults and $5 for children younger than 10 years of age.

Soup pre-sales in quart and pint jars will be available that morning. Soup pre-orders may be submitted to Debra at (785) 623-1554 or to the church office, (785) 625-3408.

Baked goods will also be sold at the luncheon. According to a news release, proceeds will go to UWF missions and local charities.

Nominate a deserving Kansas producer or landowner for the&nbsp;2025 Kansas Bankers Association Conservation Awards Program. This year, the Kansas Bankers Association, K-State Research and Extension, and the Kansas Department of Wildlife and Parks have announced six award categories:&nbsp;&nbsp;

This program aims to stimulate a greater interest in conserving Kansas's agricultural and natural resources by recognizing farmers and landowners who have made outstanding progress in practicing conservation on their farms. 

In 2024, 110 Kansas producers and landowners were recognized through this program.

Submit your nomination to the Cottonwood Extension office in Great Bend for Barton County residents as soon as possible. 

A committee of conservation professionals will submit the names of the selected recipients to the K-State Agronomy Extension office (or KDWPT for Wildlife Award) by December 5, 2025.

 Natoma-Paradise-Waldo Unified School District #399 will join the American Legion Auxiliary Unit 109 and American Legion Post 109 in a morning program in Natoma, 610 N. Third Street. 

“Every Hero Has a Story” at 9 a.m. Veterans are invited to share memorabilia; Veteran-Student panel discussion at 9:30 a.m. with Post 109 Commander William Workman; Veterans Patriotic Musical Salute at 10:15 a.m. presented by Pre-K through 12th grade students directed by Talley Hickman; Voice of Democracy and Patriot’s Pen essay winners.

Special guests will include local, district, and state elected officials. 

Fort Dodge Soldiers Home Christmas gift drive will be highlighted with donation boxes available. 

Auxiliary Unit 109 will host a lunch for veterans at the American Legion Post 109 Hall, 520 North 1st Street.

Veterans and their families are invited to participate in “Every Hero Has a Story" by sharing veterans’ photographs, uniforms, artifacts, and memorabilia. 

Junior high and high school students will participate in a panel discussion with veterans describing first hand stories of intrigue and sacrifice as soldiers in defending freedom.

 The American Legion Post 109 will present Colors. Voices, percussion, and band in Pre-K, elementary, junior high through high school will present a repertoire of traditional and contemporary patriotic songs and hymns. The program will include Voice of Democracy and Patriot's Pen essay winners. Special guests will give tribute. Elementary students will gift each veteran with hand-crafted cards and an invitation to join them for lunch.

Since 1919, the American Legion veterans have been supported by the American Legion Auxiliary. 

The legacy of women continues in Natoma Unit 109 by serving veterans, their families, children, youth and community through a myriad of annual projects. In the spirit of freedom, the annual Veterans Day Salute brings together the community in gratitude to veterans. 

American Legion Auxiliary Unit 109 supports “Be The One” national advocacy program in awareness, treatment and prevention of veterans’ suicide rate of 22 deaths per day. 

The current emphasis is collecting items for the veterans living in the Ft. Dodge Soldiers Home. In December, both women and men veterans can shop free of charge in a safe, festive Christmas environment.

The Ellis County Commission will consider appointing a delegate to represent the county at the Kansas County Association Multiline Pool during its meeting at 8:30 a.m. Tuesday.

County officials from across Kansas will gather Dec. 9-11 in Wichita for a series of educational sessions and workshops.

Because the Kansas Association of Counties Conference overlaps with the regularly scheduled county commission meeting, a cancellation notice will be issued since all three commissioners plan to attend the event.

The commission will also hear the introduction of new and promoted employees at its meeting.

SEDGWICK COUNTY — A Kansas teen who admitted her role in an acid attack on another girl will learn her fate on Wednesday.

Tayronnia West, who was 18 at the time of the crime, will attend a sentencing hearing in Judge Tyler Rousch's courtroom, according to the Sedgwick County District Attorney's office.

In September, West pled guilty to Reckless Aggravated Battery, severity level 5, person felony, according to the District Attorney's office.&nbsp;

In June Judge Tyler Rousch sentenced West's accomplice Ye'Kira Acoya Hollins, who was 18, at the time of the crime, to 34 months in prison and 24 months of post-release supervision, according to the Sedgwick County District Attorney's office. A&nbsp;jury found Hollins guilty of aggravated battery. She is being held in the Topeka Correctional facility and has been disciplined five times since June, according to the Kansas Department of Corrections.

In May of 2024, police responded to a disturbance in the 400 block of N Dodge in Wichita, according to Wichita Police Captain Aaron Moses. The victim in this case, an 18-year-old girl later arrived at an area hospital with second degree burns to the face and neck believed to be caused by a suspect throwing an acidic liquid on her during a fight.&nbsp;

Sentencing day for acid attack on Kansas teen

WASHINGTON (AP) — Defense Secretary Pete Hegseth announced yet&nbsp;<a href="https://apnews.com/article/us-military-strike-drug-smugglers-caribbean-44e98087294f015dc77e17025ecbb5e8">another deadly strike on a boat</a>&nbsp;accused of ferrying drugs in the eastern Pacific Ocean, coming the same day an&nbsp;<a href="https://apnews.com/article/trump-cartels-hegseth-drugs-boat-strikes-6c3316b2852723e26c39dc701bba9d52">aircraft carrier began heading to the region</a>&nbsp;in a new expansion of military firepower.

The attack Tuesday killed two people aboard the vessel, Hegseth said,&nbsp;<a href="https://apnews.com/article/trump-boat-strikes-caribbean-military-venezuela-timeline-2dd9d16f4f74d9dfa4aca76d3123678d">bringing the death toll</a>&nbsp;from the Trump administration’s campaign in South American waters up to at least 66 people in at least 16 strikes.

President Donald Trump has justified the strikes by saying the United States is in&nbsp;<a href="https://apnews.com/article/trump-cartels-armed-conflict-cb57804807e55a00ace60ad5f4d4f24d">“armed conflict” with drug cartels</a>&nbsp;and claiming the boats are operated by&nbsp;<a href="https://apnews.com/article/trump-cartels-foreign-terrorist-organizations-eb35567b69fc66f13f7f79fb90906a50">foreign terror organizations</a>. The administration has not provided evidence or more details.

“We will find and terminate EVERY vessel with the intention of trafficking drugs to America to poison our citizens,” Hegseth posted while on a&nbsp;<a href="https://apnews.com/article/us-south-korea-hegseth-military-1ab1d56e81073bde4661ea72959885f2">trip to Asia</a>.

Lawmakers from both parties have pressed the Trump administration for&nbsp;<a href="https://apnews.com/article/venezuela-boat-strikes-trump-cartels-democrats-briefing-40cd5b30897ba97de824af7b76f22b46">more information on who is being targeted</a>&nbsp;and the legal justification for the strikes given that Congress has not authorized military action. United Nations human rights chief Volker Türk last week&nbsp;<a href="https://apnews.com/article/un-us-military-strikes-south-america-ed0ce092af5ad2c64b34ed51f8ab59cc">called for the U.S. to halt the attacks</a>&nbsp;and “prevent the extrajudicial killing of people aboard these boats.”

The latest strike comes as the&nbsp;<a href="https://apnews.com/article/aircraft-carriers-trump-venezuela-middle-east-a458b9c4f1a5690e19d7c532dd6b7fd7">USS Gerald R. Ford aircraft carrier</a>&nbsp;has left the Mediterranean Sea on its way to the Caribbean after Hegseth ordered it to the region more than a week ago. It will join an already robust buildup of American planes, ships and thousands of troops in Latin America.

A defense official, who spoke on condition of anonymity to discuss ship movements, confirmed that the Ford and the destroyer USS Bainbridge crossed through the Straits of Gibraltar and into the Atlantic on Tuesday.

The Ford originally deployed with five destroyers, but it’s not clear if all of them will go to the Caribbean. Two of the other destroyers in the Ford’s strike group, the USS Winston Churchill and the USS Mahan, are in the Mediterranean now, with the Mahan in port at Rota, Spain.

The other two destroyers, the USS Forrest Sherman and the USS Mitchener, are in the Red Sea, the official said.

With the strikes and military assets in the region expanding, Venezuelan President Nicolás Maduro, who has been&nbsp;<a href="https://apnews.com/article/caribbean-indictments-armed-forces-united-states-miami-d82797206561db03851e47df125c243f">charged with narcoterrorism</a>&nbsp;in the United States, has said the U.S. government is&nbsp;<a href="https://apnews.com/article/venezuela-warship-maduro-uss-gerald-ford-21cc3ac03f755a657c0541667246c007">“fabricating” a war</a>&nbsp;against him.

During a interview that aired Sunday on CBS’ “60 Minutes,” Trump was asked if the U.S. was going to war with Venezuela. He responded: “I doubt it. I don’t think so. But they’ve been treating us very badly, not only on drugs.”

Norah O’Donnell, in the interview conducted Friday, also asked Trump if Maduro’s days were numbered.

“I would say yeah. I think so, yeah,” the president said. Trump would not say whether or not he would order&nbsp;<a href="https://apnews.com/article/trump-peacemaker-wars-legacy-7017f99ef27c15aac727928395c853c1">land strikes in Venezuela</a>.

In the latest strike, a video Hegseth posted to social media has a gray box obscuring a boat that appears in the water before it’s blown up. The footage then cuts to the vessel engulfed by flames.

TOPEKA — The former CEO and founder of the Beneficient investment firm that was granted a unique bank charter on orders of the Kansas Legislature was arrested and jailed Tuesday following indictment for an alleged scheme to loot more than $150 million from a company forced into bankruptcy.

Brad Heppner, who was taken into custody at his home by the Irving Police Department in Texas, was indicted in federal court in New York on counts of securities fraud, wire fraud, conspiracy to commit securities and wire fraud, making false statements to auditors, and falsification of records. Prosecutors say he misled investors and auditors, and they said he obstructed an investigation by the U.S. Securities and Exchange Commission.

He has for years been at the center of a flurry of civil lawsuits alleging financial misconduct. The criminal case was worked by the Federal Bureau of Investigation in cooperation with the SEC.

“Heppner abused his role as a public company executive to loot the company and to funnel money into his own pockets,” said Jay Clayton, U.S. attorney for the Southern District of New York. “When executives like Heppner lie and cheat to enrich themselves at the expense of everyday investors, they corrupt the integrity of our public markets.”

Interest in Heppner’s business activities has been relevant to Kansans because Beneficient, the company he founded, has held a Kansas banking license since 2021.

Heppner was accused in the indictment, unsealed Tuesday, of misappropriating at least $150 million from the publicly traded, now-bankrupt GWG Holdings through a series of self-serving transactions tied to Beneficient and Highland Consolidated Limited Partnership. He was simultaneously chairman of GWG and Beneficient, and secretly controlled HCLP, according to the indictment.

“Though Heppner repeatedly described HCLP as an independent entity, it was, in fact, a shell company controlled by Heppner and operated for his benefit,” the indictment said. “Once Heppner exhausted his ability to siphon GWG’s assets for himself, he separated himself from GWG. GWG filed for bankruptcy shortly thereafter, causing losses exceeding $1 billion to thousands of investors and bondholders.”

Financial damage resulting from the catastrophe at GWG primarily fell on retail investors, “many of them retirees,” the indictment says.

The indictment says Heppner used the money for personal expenses, including $40 million for renovation of a Dallas mansion and a ranch in Montalba, Texas. He allegedly spent $10 million on upkeep, expansion and IT services on those properties as well as $10 million to cover credit card debt and private aviation expenditures. He purportedly used $20 million to pay tax expenses and bought jewelry valued at more than $500,000.

The indictment seeks to force Heppner to surrender ill-gotten cash as well as the properties in Dallas and Montalba.

Heppner, 59, faces a maximum of 20 years in prison on the fraud, false statement and false record counts. The conspiracy count carries a maximum sentence of five years in prison.

In June, Heppner resigned from Dallas-headquartered Beneficient rather than cooperate with an audit committee looking into financial irregularities. In 2021, Heppner left GWG and structurally separated Beneficient from GWG. GWG filed for Chapter 11 bankruptcy in 2022.

Dan Callahan, a spokesperson representing Beneficient, issued a company statement in wake of the indictment: “Beneficient parted ways with Mr. Heppner earlier this year, immediately after learning facts related to his alleged fraud on the company and others. Beneficient will continue to pursue its own claims against Mr. Heppner on behalf of its shareholders. Beneficient has and continues to cooperate with the government’s investigation of Mr. Heppner.”

Heppner was the face of Beneficient before and after it landed a Kansas banking charter for a Beneficient subsidiary. Legislation that guaranteed Beneficient received the charter was championed by Kansas Senate President Ty Masterson, an Andover Republican now in the midst of a campaign for governor. Masterson made the motion in support of the charter during a 2021 interim legislative committee hearing. The legislation was signed into law by Democratic Gov. Laura Kelly.

While lobbying Kansas legislators in pursuit of a bank charter, Heppner allegedly continued with the covert effort to hide the funneling of $150 million from GWG to Beneficient and to HCLP.

Beneficient made financial contributions to the campaigns of Republicans and Democrats in Kansas. It’s unclear whether those donations were made with cash Heppner allegedly transferred from GWG.

David Herndon, the Kansas state banking commissioner, opposed the charter for Beneficient and repeatedly urged the Legislature to repeal the law allowing Beneficient to anchor its asset-swap business to Kansas.

The business linked to the state charter was designed to allow Beneficient to work with investors to cash out or trade for stock their illiquid assets, including venture capital and private equity. To entice Kansas to deliver the charter, Beneficient agreed to funnel money into a Kansas foundation that was to help revitalize Hesston and support economic development in other rural communities. Heppner grew up in Kansas.

The Republican administration is trying to defend the tariffs central to Trump’s economic agenda after lower courts ruled the emergency law he invoked doesn’t give him near-limitless power to set and change duties on imports.

The Constitution says Congress has the power to levy tariffs. But the Trump administration argues that in emergency situations the president can regulate importation taxes like tariffs. Trump has called the case one of the most important in the country’s history and said a ruling against him would be “catastrophic” for the economy.

The challengers argue the 1977 emergency-powers law Trump used doesn’t even mention tariffs, and no president before has used it to impose them. A collection of small businesses say the uncertainty is driving them to the brink of bankruptcy.

The case centers on two sets of tariffs. The first came in February on&nbsp;<a href="https://apnews.com/article/carney-canada-trump-tariff-ad-81450969892ac525d4ce21942f3fe973">imports from Canada</a>, China and Mexico after Trump declared a national emergency over drug trafficking. The second involves the sweeping “reciprocal” tariffs on most countries that Trump announced in April.
