The city of Hays approved financing for three projects to create new businesses and expand others.

Ordinances to authorize issuing industrial revenue bonds for the expansion of Agiliti and Vernie's Trux-N-Equip. were unanimously approved by the city commission during its meeting on Thursday.&nbsp;

Agiliti leases the former Sizewise facility in south Hays and employs about 91 employees. The company plans to purchase the building and expand its campus, completing the $6.5 million project by the end of 2027. About 140 additional jobs will be added over five years at the medical equipment manufacturer.&nbsp;

The bonds, which have no taxpayer commitment, would allow Agiliti to obtain a sales tax exemption for all construction-related purchases and a real property tax abatement for up to 10 years.

The new location of Vernies Trux-N-Equip. is at 48th Street and General Hays, site of the former Hays Livestock sales barn.  &nbsp;

Vernie's&nbsp;is asking for the issuance of industrial revenue bonds for the $2.2-million project, which is nearing completion. No property tax abatement is requested. A community improvement district is also being sought.

Exit 161 construction engineering contract

Bids were sought for construction engineering services for infrastructure construction, including water/sewer main extensions and street/intersection improvements to a city-owned 90-acre greenfield site at Interstate 70, Exit 161. 

Commissioners approved the low bid of $38,632 from Driggs Design Group, PA, with the cost to be funded from general obligation bonds.

"There are some grant dollars involved, and this bond issue comes from debt that is rolling off, so there won't be any impact to property tax dollars," Toby Dougherty, city manager,&nbsp;said.

The infrastructure would serve 11 buildable lots, ranging in size from 2 to 8 acres, for commercial and residential development.

Following a review of its 2025 pool season operation, the Hays Recreation Commission requested a 50% reimbursement for its operating loss, as outlined in the pool services agreement with the city. City commissioners voted to pay $25,501 to the recreation commission from the 2025 General Fund Pool Budget.

Commissioners re-appointed Hays resident Hali Bielser to the CARE Council for a second two-year term.

The 2026 cereal malt beverage city licenses for participating businesses were approved.

Commissioners also heard from Ellis County Cottonwood Extension Agents Monique Koerner, Karissa Frasier and Tamara Roberts about their programs and upcoming projects for 2026.&nbsp;

Sarah Wasinger, president/CEO of the Chamber in Hays, told the commission the chamber is circulating a petition to Hays residents urging the state Water Transfer Panel to hold the final hearing and approve the transfer application from Hays and Russell.&nbsp;&nbsp;

Mayor Sandy Jacobs and Commissioner Alaina Cunningham were absent from the meeting.

MANHATTAN — The&nbsp;<a target="_blank" href="https://ksbstate.org/">American Legion Boys State of Kansas</a>&nbsp;is accepting applications for its 2026 session. The event is set to be held Sunday, May 31, through Saturday, June 6, at Kansas State University in Manhattan. This will be the program’s 34th consecutive session at KSU and 88th overall.

Traditionally, Kansas&nbsp;Boys State&nbsp;has been for individuals who will complete their junior year of high school in the spring just prior to the start of each session. However, the ALBSK program will again expand the pool of applicants for this year’s session to also include those who will complete their sophomore year of high school this spring.

The American Legion&nbsp;Boys State&nbsp;of Kansas program provides a relevant, interactive, problem-solving experience in leadership and teamwork that develops self-identity, promotes mutual respect and instills civic responsibility to inculcate a sense of individual obligation to community,&nbsp;state&nbsp;and nation.&nbsp;Boys State&nbsp;is a “learning by doing” political exercise that simulates elections, political parties and government at the&nbsp;state, county and local levels, providing opportunities to lead under pressure, showcasing character and working effectively within a team. It’s also an opportunity to gain pride and respect for government, and the price paid by members of the military to preserve democracy.

The cost to attend the&nbsp;Boys State&nbsp;of Kansas&nbsp;program is $375; however, in many instances, sponsors pay the majority of the fees, with the delegate or his family paying $50. The deadline to apply for the 2026 program is Thursday, April 30; applications are accepted after that date, but on a space-available basis. Furthermore, delegates who are returning for a second year have the opportunity to attend the 2026 session for just $50 total, provided they get at least three people from their school (or another school) to attend.

Kansas Boys State attendees are eligible to receive a&nbsp;<a target="_blank" href="https://ksbstate.org/collegecredit/">three-hour course credit</a>&nbsp;(Introduction to Political Science [POLSC 110-C]) through Kansas State University at a 72% discount, as well as&nbsp;<a target="_blank" href="https://ksbstate.org/scouts/">earn merit badges</a>&nbsp;to attain the Eagle Scout rank through Boy Scouts of America. Additionally, attendees can&nbsp;<a target="_blank" href="https://ksbstate.org/our-program/samsung-scholarship/">apply to win a Samsung American Legion Scholarship</a>. The American Legion Department of Kansas finalist is guaranteed a $1,250 scholarship, with the opportunity to receive up to $10,000 as a national scholar.

Applications open for 2026 Kansas Boys State in Manhattan

Kansas State University Research and Extension invites beef producers from Pawnee County and all surrounding counties to attend the upcoming Calving School on Wednesday, December 17 at the J.A. Haas Building, 400 E. 18th Street, Larned. Doors open at 5:30 p.m., with the steak meal and program beginning at 6:00 p.m.

This educational event is designed to support producers across central and western Kansas as they prepare for the upcoming calving season. The program will feature practical, research-based information that benefits operations of all sizes and experience levels.

Two K-State specialists will lead the evening’s presentations:&nbsp;Dr. AJ Tarpoff, K-State Associate Professor and Beef Extension Veterinarian, and&nbsp;Dr. Jason Warner, K-State Assistant Professor and Extension Cow-Calf Specialist.

Dr. Tarpoff will outline the normal stages of calving and provide practical instruction on how to recognize and manage difficult calving situations. His presentation will include guidance on when and how to intervene, along with a hands-on demonstration using a life-size cow and calf model to show proper use of calving equipment.

Dr. Warner will discuss winter cow/calf management strategies to help producers maintain herd health through the colder months. He will also cover key pre-calving nutritional fundamentals that support strong calves and productive cows.&nbsp;

“Calving season brings its own set of challenges, and our goal is to equip producers with tools they can take home and use right away,” said Kyle Grant, Pawnee County Agriculture and Natural Resources Agent. “We are excited to welcome participants not only from Pawnee County, but from all neighboring counties as well. This program is truly designed for the region.”

The event is being hosted in collaboration with 21 Central District, Cottonwood District, Ford County, Gray County, Hodgeman County, Rice County, and Walnut Creek District, all working together to promote the program and support attendance from across the area.

A complimentary steak meal will be provided, and participants are asked to RSVP by Friday, December 12.

These students have excelled in the classroom, volunteered in the community, worked part-time, and participated in numerous school activities. ABC scholarships help recipients continue their education by covering college and technical school expenses.

Once in a while we get asked, “how cold does it have to get to kill insects?” Perhaps it is important to understand why cold temperatures kill insects. 

Insects are unlike mammals and birds because they must generate their own heat (called ectotherms). Insects die when they are exposed to temperatures below the melting point of their body fluids. If they want to survive winter, they must avoid freezing or tolerate freezing. Over time, insects have developed several strategies to survive cold temperatures and none of them involve wearing fleece.

Some insects just move into human structures in the fall and keep warm until spring. A common example are the multicolored Asian lady beetles aggregating on and in houses every year. Even if they are protected inside, they will likely die before spring if they don’t get food and water. Some insects also migrate to warmer climates to avoid freezing. A classic example is monarch butterflies moving from Canada to Mexico every year. Sounds pretty good about now!

A lot of our persistent insects in Kansas have to overwinter outside, and two strategies have evolved to survive extreme conditions: freeze avoidance and freeze tolerance. Freeze-avoidant insects keep body fluids liquid and freeze-tolerant insects can handle the formation of internal ice. Wait a minute, what? I know…either strategy seems impossible.

The main strategy for insects living in the northern hemisphere, where we can have cold temperatures for long periods of time, is freeze avoidance. 

Freeze avoidance can be achieved a few ways. 

Sometimes insects enter a “dry” hibernation by getting rid of all the food and water in their body. That way, ice can’t form inside the body and kill them. Water needs food or dust particles in order to crystallize; water can cool down to -42°C without freezing if particles are absent. Other insects have a super waxy coating on the exoskeleton that protects against ice formation on the body. Amazingly, some freeze-avoidant insects also produce cryoprotectants, such as glycerol and sugar, to reduce the lethal freezing temperature of the body. So yes, cryoprotectants act like the antifreeze in your car. I can’t make this stuff up!

Most insects living in the southern hemisphere, where the climate is more variable, employ freeze tolerance. 

These insects can stand ice formation in the body. Some will actually initiate freezing their body at relatively high temperatures in order to prepare for a longer hibernation. An example of a freeze-tolerant insect is the woolly bear. [Side note: several winter festivals celebrate the woolly bears kinda like Groundhog's Day.]

No matter the overwintering strategy, all insects will eventually die if it gets cold enough. However, the lower lethal temperature is different for each species. Insects can overwinter in any life stage - some are belowground and some aboveground. It gets complicated quickly. And as you can see a lot of insects can withstand very cold temperatures.

Fort Hays State University marked a historic milestone on Dec. 12 when Jackson Piper became the university’s first graduate of its Officer Candidate School (OCS) program to cross the commencement stage at Gross Memorial Coliseum.

Piper, a Kansas City native, joined the Kansas Army National Guard during his sophomore year and enrolled in FHSU’s OCS program shortly after its launch in 2022. Encouraged by then-military science instructor CPT Hannah Byun, he pursued the program as a pathway to becoming an officer while completing his bachelor’s degree at FHSU.

“Jackson is distinguished as the first individual to commission through this program, marking a historic milestone,” said 1LT Michael Mancuso, FHSU’s current OCS program coordinator. “He has completed rigorous training in leadership, tactics, and military operations, preparing him to lead soldiers at the platoon level in both state and federal missions.” Upon commissioning, Piper was selected to serve as a Military Intelligence Officer in the Kansas Army National Guard.

Piper said the opportunity to earn his commission while staying close to home made the decision clear. “I wanted to become an officer when I joined the service,” he said. “The next thing you know, the program is done, and now I’m commissioned.”

Having completed his undergraduate degree in business administration with a concentration in management, Piper now serves in the intelligence office of the 1st 108th Aviation Unit in Topeka, assisting with helicopter operations and background clearance processes. He is exploring career paths with the Kansas Bureau of Investigation, the military, or the civilian workforce.

Piper described the OCS experience as both “fun but challenging.” 

Phase one—a bootcamp in Salina—was the most demanding, followed by individualized classroom instruction in phase two and a final two-week culminating training event in Alabama for phase three. Balancing academic coursework with OCS responsibilities, he said, was often difficult. “Trying to stay up to speed with OCS training and other classes was a challenge sometimes.”

Still, he credits the program with significant personal and professional growth. “You don’t expect that when you join, but by the end of it, you are a new version of yourself,” Piper said. “You build a community of helping each other out.” He also expressed appreciation for FHSU faculty who supported him throughout his training.

With commencement approaching, Piper is ready for a brief rest. “I honestly wouldn’t mind a spa day,” he joked. “Just a relaxed day. Take a breath. Finally.”

Currently, four students are enrolled in FHSU’s OCS program as it continues to expand leadership opportunities for service members on campus.

Healing Hearts Grief Support Group

The Healing Hearts Grief Support Group will have its monthly meeting at 6:30 p.m. Thursday, Dec. 18, at the Schmidt Community Center, 2510 Canterbury Drive. Doors will open at 6:15 p.m. Please use the south entrance.

Healing Hearts is a grief support group for adults who have lost a loved one of any age.

The meeting is a snack potluck, but “the most important item to bring is yourself,” said Dr. Kate McGonigal, the group’s facilitator. McGonigal teaches in the Sociology Department at Fort Hays State University.

“This meeting is about getting through the holidays after the loss of someone close to you,” McGonigal said. “The holidays are so difficult when we are missing our loved ones. As always, all are welcome.”&nbsp;

Healing Hearts Grief Support Group plans meeting

The 16th annual Community Christmas Dinner will be held on Christmas Day, from 11 a.m. to 1 p.m. at the VFW in&nbsp;Hays, located at 22nd &amp; Vine.&nbsp;

The meal will consist of roast beef, ham, mashed potatoes and gravy, corn, a dinner roll, dessert, and&nbsp;is free of charge.

The Community Christmas Dinner began with the vision to bring the community together for a Christmas meal, and to return to the true reason for the season - the remembrance and celebration of the birth of Jesus Christ. Christmas can quickly become overshadowed by the busyness that tends to arise with the holiday season, and focus loss regarding the true meaning. 

The Community Christmas Dinner offers a time to refocus on the birth of Christ, provides the opportunity for community members to serve/be served, and simply enjoy each other's company. Though Jesus is celebrated all are welcome regardless of personal beliefs.

&nbsp;Service also extends beyond the walls of the VFW through the delivery of meals to those who are homebound.&nbsp;The Community Christmas Dinner stands upon the scripture that “Love never fails” (1 Corinthians 13:8), and has continued to be an example of this kind of love throughout the years.

Volunteer opportunities will be available on Christmas Day prior to the meal, during the meal, and after. Some of the opportunities include decorating, directing traffic, preparing to-go boxes for delivery, filling drinks, clearing tables, delivering meals, washing dishes, cleaning after the event, and other miscellaneous tasks that arise.&nbsp;

Desserts for the meal are provided by community members, and these remain needed at this time.&nbsp;

DAMASCUS, Syria (AP) — Two U.S. service members and one American civilian were killed and three other people wounded in an ambush on Saturday by a lone member of the Islamic State group in central&nbsp;<a href="https://apnews.com/hub/syria">Syria</a>, the the U.S. military’s Central Command said.

The attack on U.S. troops in Syria is the first to inflict casualties since the fall of President Bashar Assad a year ago.

Central Command said in a post on X that as a matter of respect for the families and in accordance with Department of Defense policy, the identities of the service members will be withheld until 24 hours after their next of kin have been notified.

U.S. Defense Secretary&nbsp;<a href="https://apnews.com/hub/pete-hegseth">Pete Hegseth</a>&nbsp;posted on X: “Let it be known, if you target Americans — anywhere in the world — you will spend the rest of your brief, anxious life knowing the United States will hunt you, find you, and ruthlessly kill you.”

The shooting took place near historic&nbsp;<a href="https://apnews.com/photo-gallery/syria-palmyra-ruins-historic-site-heritage-8f47dbe20c64a3de99cec50ad2a06680">Palmyra</a>, according to the state-run SANA news agency, which earlier said two members of Syria’s security force and several U.S. service members had been wounded. The casualties were taken by helicopter to the&nbsp;<a href="https://apnews.com/article/us-military-base-syria-drone-attacks-0909cb5b2717963dfd6c4e93522c5ae8">al-Tanf garrison</a>&nbsp;near the border with Iraq and Jordan.

SANA said the attacker was killed, without providing further details.

The Britain-based Syrian Observatory for Human Rights said the attacker was a member of the Syrian security force.

The U.S. has hundreds of troops deployed in eastern Syria as part of a coalition fighting the&nbsp;<a href="https://apnews.com/article/islamic-state-caliphate-10th-anniversary-iraq-syria-e25a9ca36ef9c0ed8f743ac9584d50f9">Islamic State</a>&nbsp;group.

Last month,&nbsp;<a href="https://apnews.com/article/syria-coalition-islamic-state-79ceed4666aef43465221734fca899d5">Syria joined</a>&nbsp;the international coalition fighting against the IS as Damascus improves its relations with Western countries following the ouster of Assad&nbsp;<a href="https://apnews.com/article/syria-anniversary-assad-fall-a22746c8b8351b02d77cb62a6260c87e"></a>when insurgents captured his seat of power in Damascus.

The U.S. had no diplomatic relations with Syria under Assad, but ties have warmed since the fall of the five-decade Assad family rule. The interim president, Ahmad al-Sharaa, made a&nbsp;<a href="https://apnews.com/article/trump-syria-sharaa-first-visit-cf01c5d6c9af7e47ec0bae585634d845">historic visit</a>&nbsp;to Washington last month where he held talks with President Donald Trump.

IS was defeated on the battlefield in Syria in 2019 but the group’s sleeper cells still carry out deadly attacks in the country. The United Nations says the group still has between&nbsp;<a href="https://apnews.com/article/islamic-state-fighters-syria-iraq-875d5ee8a0978f3b28aeec210b33cd5f">5,000 and 7,000 fighters in Syria and Iraq</a>.

U.S. troops, which have maintained a presence in different parts of Syria — including Al-Tanf garrison in the central province of Homs — to train other forces as part of a broad campaign against IS, have been targeted in the past. One of the deadliest attacks occurred in 2019 in the northern town of Manbij when a blast killed two U.S. service members and two American civilians as well as others from Syria while conducting a patrol.

CHEROKEE COUNTY—One person died in an accident just after 6a.m. Saturday in Cherokee County.

The Kansas Highway Patrol reported a 1994 Chevy Blazer driven by Meredith&nbsp;Wagner, 19, Columbus, was westbound on U.S. 400 two miles east of Baxter Springs. The SUV traveled off the road to the left. The driver overcorrected. The vehicle crossed over U.S. 400 off&nbsp; the road to the right, rolled and the driver&nbsp; was ejected.&nbsp;

Wagner was pronounced dead at the scene and was transported to&nbsp;Derfelt Funeral Home. She was not wearing a seat belt at the time of the accident, according to the KHP.

Kansas woman killed after ejected in rollover accident

MCPHERSON COUNTY —Law enforcement in McPherson are investigating alleged child abuse and have made two arrests including a school teacher.

On Thursday morning, police in McPherson arrested 36-year-old Abby Bradstreet, an elementary school teacher in USD 418 McPherson, on requested charges of attempted aggravated endangering a chid; reckless situation involving a child under age 18 and abuse of a child; knowingly torture/cruelly beat; strike; kick a child between the age of 6 and 18, according to online jail records. Just after 12:30p.m. Thursday, Bradstreet, met the requirement of a $12,500 bond and was released, according to online jail records.

On Thursday afternoon, police also arrested 26-year-old Brady Burr, an employee of the McPherson Fire Department, on requested charges of aggravated endangering a child; reckless situation to a child under the age of 18 and for abuse of a child; knowingly torture/cruelly beat; strike; kick a child between the age of 6 and 18, according to online jail records. Burr was&nbsp;released 90 minutes after his arrest after he met the requirement of a $12,500 bond, according to online jail records.

Police released no additional details. The McPherson County Attorney will determine formal charges against them.

Kansas elementary school teacher among two accused of child abuse

Getting trapped in quicksand is a corny peril of old movies and TV shows, but it really did happen to one unfortunate hiker in Utah’s Arches National Park.

The park famous for dozens of natural, sandstone arches gets over 1 million visitors a year, and accidents ranging from&nbsp;<a href="https://apnews.com/article/arches-national-park-hiker-dies-fall-0a2f0d4de9dd246c7ae95cec87195ce8">falls</a>&nbsp;to&nbsp;<a href="https://apnews.com/article/texas-hiker-dead-heat-stroke-arches-utah-c547aacd31b54cebdba5f6b96bc35748">heat stroke</a>&nbsp;are common.

Quicksand? Not really — but it has happened at least a couple of times now.

“The wet sand just kind of flows back in. It’s kind of a never-ending battle,” said John Marshall, who helped a woman stuck in quicksand over a decade ago and coordinated the latest rescue.

On Sunday, an experienced hiker, whose identity wasn’t released, was traversing a small canyon on the second day of a 20-mile (32-kilometer) backpacking trip when he sank up to his thigh, according to Marshall.

Unable to free himself, the hiker activated an emergency satellite beacon. His message got forwarded to Grand County emergency responders and Marshall got the call at 7:15 a.m..

“I was just rolling out of bed,” Marshall said. “I’m scratching my head, going, ‘Did I hear that right? Did they say quicksand?’”

He put his boots on and rendezvoused with a team that set out with all-terrain vehicles, a ladder, traction boards, backboards and a drone. Soon, Marshall had a bird’s-eye view of the situation.

Through the drone camera he saw a park ranger who’d tossed the man a shovel. But the quicksand flowed back as soon as the backpacker shoveled it away, Marshall said.

The Grand County Search and Rescue team positioned the ladder and boards near the backpacker and slowly worked his leg loose. By then he’d been standing in near-freezing muck, in temperatures in the 20s (minus 6 to minus 1 Celsius), for a couple of hours.

Rescuers warmed him up until he could stand, then walk. He then hiked out on his own, even carrying his backpack, Marshall said.

Quicksand is dangerous but it’s a myth total submersion is the main risk, said Marshall.

“In quicksand you’re extremely buoyant,” he said. “Most people won’t sink past their waist in quicksand.”

Marshall is more or less a quicksand expert.

In 2014, he was a medic who helped a 78-year-old woman after she was stuck for over 13 hours in the same canyon just 2 miles (3 kilometers) from where Sunday’s rescue took place.

The woman’s book club got worried when she missed their meeting. They went looking for her and found her car at a trailhead. It was June — warmer than Sunday but not sweltering in the canyon’s shade — and the woman made a full recovery after regaining use of her legs.

“Both had very happy endings,” Marshall said.

Hiker rescued after mired in quicksand at national park

SALINE COUNTY —Law enforcement are investigating an alleged scam that cost a man $200,000 over several months this year.&nbsp;

In May, a 77-year-old Salina man received a phone call claiming he won a "MegaMillions lottery ticket and brand new vehicle," according to Salina Police Lt. Andrew Zeigler on Friday.

The scammers told the man he needed pay a price for "legal fees and other reasons.

The man then sent $500 increments on various cash cards. As time passed, the man was then contacted by another individual stating the previous two callers were scammers. However, the caller told the man he needed to send money in order to recover the $500 previously sent.

The victim then sent an undetermined amount of money through cash cards to the new scammer. The scammer then persuaded him to purchase a new vehicle and then sell it. He was advised to then take the cash from the sold vehicle, and place it into a bank account.

As a result, the man could not find the money in the account after following through with the scammer’s instructions. The total loss resulted in over $200,000, according to Lt. Andrew Zeigler,

Police reminded the public to never believe anyone from a sudden phone call, stating you have won a lottery ticket and new a vehicle. It is a scam.

Additionally, if a caller informs you that the previous call was a scam and further states you need to send money to recover the funds you sent, it is a scam.&nbsp;It is a common scheme for scammers to work together to successfully follow through with the crime.&nbsp;

Police: Kansas man lost $200,000 in phone scam

WASHINGTON (AP) — The Senate&nbsp;<a href="https://apnews.com/article/health-care-vote-affordable-care-act-obamacare-6ffc1ea9f878c6b3da995589ef8a012c">failed</a>&nbsp;to get anywhere on&nbsp;<a href="https://apnews.com/article/shutdown-health-tax-credits-affordable-care-act-2b5ae3651ff16783a00e00dc1ce264bf">the health care issue</a>&nbsp;this week. Now it's the House's turn to show what it can do.

<a href="https://apnews.com/hub/mike-johnson/">Speaker Mike Johnson</a>&nbsp;unveiled a Republican alternative late Friday, a last-minute sprint as his party refuses to extend the enhanced tax subsidies for&nbsp;<a href="https://apnews.com/article/aca-credits-health-care-subsidies-government-shutdown-7f7a3609bf78dd7e43be9a041a090220">those who buy policies</a>&nbsp;through the Affordable Care Act, also called Obamacare, which are&nbsp;<a href="https://apnews.com/article/congress-health-care-tax-credits-obamacare-shutdown-f1ee636ddba7f65baa5234c55cb0c96e">expiring at the end of the year</a>. Those subsidies help lower the cost of coverage.

Johnson, R-La., huddled behind closed doors in the morning — as he did days earlier this week — working to assemble the package for consideration as the House focuses the final days of its 2025 work on health care.

“House Republicans are tackling the real drivers of health care costs to provide affordable care,” Johnson said in a statement announcing the package. He said it would be voted on next week.

Later Friday, though, House Democratic Leader Hakeem Jeffries said: “House Republicans have introduced toxic legislation that is completely unserious, hurts hardworking America taxpayers and is not designed to secure bipartisan support. If the bill reaches the House floor, I will strongly oppose it.”

Time is running out for Congress to act. Democrats engineered the&nbsp;<a href="https://apnews.com/live/donald-trump-news-updates-11-12-2025">longest federal government shutdown ever</a>&nbsp;this fall in a failed effort to force Republicans to the negotiating table on health care. But after promising votes, the Senate failed this week to advance both&nbsp;<a href="https://apnews.com/article/senate-health-care-insurance-premiums-ee6ccda9ea9df4a8e5a0af351e65afd4">a Republican health care plan</a>&nbsp;and the Democratic-offered bill to extend the tax credits for three years.
