A new opportunity is coming to Hays with the debut of the Miss Fort Hays competition, inviting young women to showcase their talent and service on the path to becoming Miss Kansas.

The competition is a local pageant within the Miss America Organization, offering participants the opportunity to earn scholarships and potentially compete for the title of Miss America.

Director Sherelle Peterson brought the pageant to Hays after seeing her daughter’s rewarding experience competing in Miss Dodge City.

“I just absolutely loved how they were lifting girls up, building their self-esteem and helping them with their future endeavors.”

Contestants must be between 18 and 28 years old and have lived, worked or studied full-time in Kansas for at least 120 days. The registration deadline is Sunday, Nov. 2. You can find more information&nbsp;<a href="https://www.misskansas.org/become-a-miss-delegate">here</a>.

The pageant is set for 5 p.m. Nov. 8 at the Beach Schmidt Performing Arts Center,&nbsp;600 Park St., on the Fort Hays State University campus.

Peterson said the pageant focuses on education, community service and personal growth rather than appearance, with contestants evaluated across several categories by a panel of judges.

“We’re looking for girls who are committed to advancing their education and who want to give back to their communities," she said.

Categories include a personal interview with judges, on-stage questions, a talent or "her story" segment, an evening gown segment, and a health and fitness segment, replacing the traditional swimsuit competition.

This marks the first time a Miss America Organization competition has been conducted in Hays, offering contestants the chance to earn the titles of Miss Fort Hays and Miss Smoky Hills, who will both advance to compete for the title of Miss Kansas.

Peterson will handpick judges with expertise in the categories being evaluated. Tickets can be purchased at the door for $20 general admission, $10 for students and $30 for limited VIP seating.

The Hays Recreation Commission (HRC) is pleased to announce the appointment of Matt Cook as its next Executive Director. Cook succeeds Roger Bixenman, who announced his retirement in August after 34 years of dedicated service to the Commission and the Hays community.

During his tenure, Bixenman played a pivotal role in growing the Hays Recreation Commission into one of the premier recreation organizations in the state. His leadership was instrumental in the development of numerous programs, facilities, and partnerships that continue to enrich the quality of life for residents of all ages.

“Roger’s vision and commitment helped make Hays Rec what it is today,” said the HRC Board. “We are deeply grateful for his decades of leadership and service.”

Cook comes from Fort Hays State University athletics and brings extensive experience in sports administration and community engagement. “Matt’s dedication and leadership have left a lasting impact on Tiger Athletics. He has been instrumental in our success, and it has been a privilege to work alongside him. We are grateful for his many contributions and wish him continued success as he begins this next chapter,” said Fort Hays State University athletic director Lisa Goddard-McGuirk.

Cook holds a Bachelor’s Degree in Health and Human Performance and a Master’s Degree in Recreation/Sports Management obtained from Fort Hays State University.

A committee has been formed to consider a policy for naming rights or sponsorships of Hays USD 489 facilities and events.

However, any recommendations from the committee will be put on hold until spring, after the winter sports season.

The school board heard a report on the committee's work at its work session on Monday.

The district formed the committee after Golden Belt Bank offered $200,000 for the naming rights for the new Hays High School football stadium.

The committee is made up of school board members, USD 489 staff and community members.

School board member Ruth Ruder said the committee is not in a rush, but she believes community members are interested in contributing money to the district for sponsorship opportunities.

At a previous school board meeting, board members discussed designating sponsorship funds to cover capital purchases, including the replacement of turf, which will be needed within the next eight years.

Although much of the initial focus was on athletic events and facilities, the board has also discussed sponsorships related to the arts, including a sponsorship of Hays High's new performing arts center.

The district has even been approached about sponsorships of individual classrooms, Ruder said.

School Board President Curt Vajnar said the committee members suggested contracts in the three- to five-year range and were not considering lifetime contracts.

School board member Derek Yarmer asked if the board would have the authority to refuse sponsors that members believed did not align with the district's mission.

Bill Jeter, the district's attorney, said accepting sponsorship contracts would be up to the discretion of the board.

Yarmer said, "I think it's good that we slowed it down. It might turn into something better."

Catholic Charities offers a range of services to help income-eligible families meet basic needs, with eligibility based on income and current circumstances:

Eligibility has been temporarily extended to include federal employees who are not currently receiving pay. To ensure support reaches those most affected, staff will work with each individual to verify loss of income through documentation such as a pay stub showing $0 pay or an agency letter noting furlough or non-pay status.

In addition to its offices in Salina, Hays, and Manhattan, Catholic Charities’ three outreach vans travel to 29 rural communities each month to ensure resources reach families where they are. With the holidays approaching, Catholic Charities is enrolling families in its Christmas Assistance Program (Adopt-a-Family), which provides clothing, household items, and other essentials to families in need. For those experiencing emotional stress, licensed counselors at Catholic Charities are available to provide low-cost or no-cost mental health support. The Kansas Housing Cooperative Program aims to increase new home construction in communities with 10,000 or fewer residents. By partnering with local lenders, state agencies, and community organizations, the program helps address housing shortages, support workforce retention, and strengthen rural communities across Northwest Kansas.&nbsp;

Funding partners: State of Kansas, the Dane G. Hansen Foundation, and local match contributions.&nbsp;

This program is open to all 26 counties in Northwest Kansas.

TOPEKA –&nbsp;With just a few safety steps, you can&nbsp;prevent children from going bump in the night&nbsp;to ensure a happy Halloween. Injuries can be scary, but the good news is they are preventable. Safe Kids Kansas, the Kansas Poison Center and the Kansas State Fire Marshal remind families to make safety part of your fall festivity planning.

Child pedestrian injuries are more likely on Halloween than on any other night of the year. Drivers need to slow down and be extra alert, especially in neighborhoods, as more children will be on the streets and sidewalks. Kids may be focused on gathering candy and the excitement of the holiday rather than being careful while crossing streets.

Review safety rules with your kids before they leave the house. Children younger than age 12 should not cross streets on Halloween without an adult or responsible teenager. If your children are mature enough to be out without supervision, make sure they keep to familiar areas that are well-lit, stick to a pre-planned route and trick-or-treat in groups. Carry a cell phone in case of an emergency but pay attention to your surroundings and don’t be distracted by texting or talking on the phone.

“On Halloween night, it’s important to see and be seen,”&nbsp;Cherie Sage, Safe Kids Kansas, said.&nbsp;“Carry a flashlight and have your trick-or-treaters wear reflective tape or stickers on costumes and treat bags.”

Remind children to be careful with candy. It’s hard to resist the temptation to dive right into treats, but it is best to check sweets before children are allowed to eat them. Only eat treats in original and unopened wrappers. Also, be aware that kids are in a candy-seeking mode, so keep medicine locked up and away and keep the Poison Help number programmed into your phone: 1-800-222-1222.

According to the National Fire Protection Association, nearly half of home structure fires happened because decorations were too close to a heat source. Most of these incidents were started by candles. Play it safe and use battery-powered candles or lights. Remember to ensure your family has working smoke and carbon monoxide alarms on every level of your home, both inside and outside of every sleeping area.

“Our goal is to keep every trick-or-treater safe this Halloween,”&nbsp;Mark Engholm, Kansas Fire Marshal, said. “Use battery-powered candles, watch for trip hazards and remind kids to stay alert and visible while out collecting treats.”

Daylight saving time ends on Sunday, Nov. 2, and the American Red Cross encourages everyone to test their smoke alarms as they&nbsp;turn their clocks back to make sure the devices are working.

“Working smoke alarms cut the risk of dying in a home fire in half as you only have about two minutes to safely get out,” said Jane Blocher, Executive Director of the Red Cross of Greater Kansas. “Every second counts when there’s a home fire and the sooner an alarm alerts you to a fire, the sooner you can get to a safer place. When daylight saving time ends this weekend, test your smoke alarms to help prevent a tragedy in your home.”

This year, local Red Cross volunteers responded to help over 500 people in Greater Kansas affected by 150 home fires, which account for most of the about 65,000 disasters that the Red Cross responds to annually across the country.

MANHATTAN — Halloween's tricks and treats can be frighteningly risky for pets, but a few simple precautions can keep them safe during the holiday festivities.

"There are many hazards associated with Halloween," said Susan Nelson, clinical professor and veterinarian in the Kansas State University&nbsp;<a target="_blank" href="https://ksvhc.org/services/pet-health-center/">Hill's Pet Health and Nutrition Center</a>. "From candy and costumes to spooky decorations, these things can pose real dangers to our pets. By planning ahead, we can help them stay safe and stress-free."

Keep candy and other spooky treats out of reach

Nelson encourages pet owners to keep all candy out of reach. Chocolate, xylitol and other artificial sweeteners, raisins, and certain nuts can be toxic to pets or cause gastrointestinal blockages and injuries.

Moldy pumpkins should be discarded promptly to prevent pets from eating them and becoming ill.

Keep pets away from electrical cords,&nbsp;<a>candles</a>&nbsp;and decorations — like glow sticks — to prevent injuries or accidental ingestion.

Costumes can also pose hazards. Nelson suggests choosing pet-friendly outfits that avoid small or loose decorations that could be swallowed and cause obstructions."

Owners should try costumes on their pets in advance," she said. "If a costume makes them stressed or restricts their ability to see, hear, smell or breathe, it should be skipped altogether. Consider opting for a simple Halloween-themed bandana instead. This is a fun and safe alternative."

Pets may become frightened by even their own family members in costume. To help them feel at ease, consider letting the pets see and smell the costume in advance.

Consider your pet's needs during trick-or-treating time

Keeping pets calm during trick-or-treating is also important. If your pet becomes anxious with strangers, children in costumes or frequent doorbell sounds, secure them in a quiet room.

Consider greeting trick-or-treaters at the end of the driveway — weather permitting — or temporarily disconnecting the doorbell to avoid constant ringing. Keep pets indoors on Halloween night, especially black cats, which can be targeted for pranks.

Owners should also ensure that pets wear ID tags or have a microchip, ideally with a reflective collar, Nelson said."

Halloween should be fun for the whole family — including pets," Nelson said. "A little extra caution can help prevent an emergency and make the holiday more enjoyable for everyone."

Prior to joining Nex-Generation, Meis spent 10 years at Fort Hays State University, including two and a half years with the FHSU Alumni Association and the remainder as Communications Specialist in the Office of the President. Before her time at the university, she served 15 years as the State Director for Kansas CASA (Court Appointed Special Advocates), where she led statewide efforts supporting volunteers who advocate for children in the foster care system.

Halloween events in Hays, starting tonight

BOSTON (AP) — Two federal judges ruled nearly simultaneously on Friday that President Donald Trump’s administration must continue to pay for SNAP, the nation’s biggest food aid program, using emergency reserve funds during the government shutdown.

The judges in Massachusetts and Rhode Island gave the administration leeway on whether to fund the program partially or in full for November. That also brings uncertainty about how things will unfold and will delay payments for many beneficiaries whose cards would normally be recharged early in the month.

The U.S. Department of Agriculture planned to freeze payments to the Supplemental Nutrition Assistance Program starting Nov. 1 because it said it could no longer keep funding it due to the shutdown. The program serves about 1 in 8 Americans and is a major piece of the nation’s social safety net — and it costs about $8 billion per month nationally.

U.S. Sen. Amy Klobuchar, a Minnesota Democrat and the ranking member of the Senate Agriculture committee that oversees the food aid program, said Friday's rulings from judges nominated to the bench by former President Barack Obama confirm what Democrats have been saying: "The administration is choosing not to feed Americans in need, despite knowing that it is legally required to do so.”

Judges agree at least one fund must go toward SNAP

Democratic state attorneys general or governors from 25 states, as well as the District of Columbia, challenged the plan to pause the program, contending that the administration has a legal obligation to keep it running in their jurisdictions.

The administration said it wasn’t allowed to use a contingency fund of about $5 billion for the program, which reversed a USDA plan from before the shutdown that said money would be tapped to keep SNAP running. The Democratic officials argued that not only could that money be used, but that it must be. They also said a separate fund with around $23 billion is available for the cause.

In Providence, Rhode Island, U.S. District Judge John J. McConnell ruled from the bench in a case filed by cities and nonprofits that the program must be funded using at least the contingency funds, and he asked for an update on progress by Monday.

Along with ordering the federal government to use emergency reserves to backfill SNAP benefits, McConnell ruled that all previous work requirement waivers must continue to be honored. The USDA during the shutdown has terminated existing waivers that exempted work requirements for older adults, veterans and others.

There were similar elements in the Boston case, where U.S. District Judge Indira Talwani ruled in a written opinion that the USDA has to pay for SNAP, calling the suspension “unlawful.” She ordered the federal government to advise the court by Monday as to whether they will use the emergency reserve funds to provide reduced SNAP benefits for November or fully fund the program “using both contingency funds and additional available funds.

“Defendants’ suspension of SNAP payments was based on the erroneous conclusion that the Contingency Funds could not be used to ensure continuation of SNAP payments,” she wrote. “This court has now clarified that Defendants are required to use those Contingency Funds as necessary for the SNAP program.”

For many, benefits will still be delayed after the ruling

No matter how the rulings came down, the benefits for millions of people will be delayed in November because the process of loading cards can take a week or more in many states.

The administration did not immediately say whether it would appeal the rulings.

<a href="https://apnews.com/article/shutdown-snap-states-help-a5ab631a93a6d8087a4448117f026fb7">States, food banks and SNAP recipients</a>&nbsp;have been bracing for an abrupt shift in how low-income people can get groceries. Advocates and beneficiaries say halting the food aid would force people to choose between buying groceries and paying other bills.

The majority of states have announced more or expedited funding for food banks or novel ways to load at least some benefits onto the SNAP debit cards.

Across the U.S., advocates who had been sounding the alarm for weeks about the pending SNAP benefits cut off let out a small sigh of relief on Friday as the rulings came down, while acknowledging the win is temporary and possibly not complete.

"Thousands of nonprofit food banks, pantries and other organizations across the country can avoid the impossible burden that would have resulted if SNAP benefits had been halted,” said Diane Yentel, president and CEO of the National Council of Nonprofits, one of the plaintiffs in the Rhode Island case.

The possibility of reduced benefits also means uncertainty

Cynthia Kirkhart, CEO of Facing Hunger Food Bank in Huntington, West Virginia, said her organization and the pantries it serves in Kentucky, Ohio and West Virginia will keep their extra hours this weekend, knowing that the people whose benefits usually arrive at the start of the month won’t see them.

“What we know, unless the administration is magical, is nothing is going to happen tomorrow,” she said.

Kristle Johnson, a 32-year-old full-time nursing student and mother of three in Florida, is concerned about the possibility of reduced benefits.

Despite buying meat in bulk, careful meal planning and not buying junk food, she said, her $994 a month benefit doesn’t buy a full month’s groceries.

“Now I have to deal with someone who wants to get rid of everything I have to keep my family afloat until I can better myself,” Johnson said of Trump.

The ruling doesn't resolve partisan tussles

At a Washington news conference earlier Friday, Agriculture Secretary Brooke Rollins, whose department runs SNAP, said the contingency funds in question would not cover the cost of the program for long. Speaking at a press conference with House Speaker Mike Johnson at the Capitol, she blamed Democrats for conducting a “disgusting dereliction of duty” by refusing to end their Senate filibuster as they hold out for an extension of health care funds.

A push this week to continue SNAP funding during the shutdown&nbsp;<a href="https://apnews.com/article/snap-benefits-government-shutdown-democrats-0cb0858eca47c90e2379f823d360083b">failed in Congress</a>.

To qualify for SNAP in 2025, a family of four’s net income after certain expenses can’t exceed the federal poverty line, which is about $31,000 per year. Last year, SNAP provided assistance to 41 million people, nearly two-thirds of whom were families with children.

“The court’s ruling protects millions of families, seniors, and veterans from being used as leverage in a political fight and upholds the principle that no one in America should go hungry,” Skye Perryman, president and CEO of Democracy Forward, said of the Rhode Island decision.

Judge: Trump admin. must fund SNAP payments during shutdown

NEW YORK (AP) —&nbsp;<a href="https://apnews.com/article/amazon-second-quarter-earnings-inflation-61fe44159f18f9b89d9ed2a5642ba903">Amazon</a>&nbsp;led the U.S. stock market on Friday to the finish of another winning week and month.

The S&amp;P 500 rose 0.3% and pulled closer to&nbsp;<a href="https://apnews.com/article/stock-markets-trump-china-earnings-7507a6e0d264874721af27cc7533544a">its all-time high</a>&nbsp;set on Tuesday. It closed out a third straight winning week and a sixth straight winning month, its longest monthly winning streak since 2021.

The Dow Jones Industrial Average added 40 points, or 0.1%, and the Nasdaq composite gained 0.6%.

Amazon led the way and jumped 9.6%. The retail giant was by far the strongest force lifting the market after reporting profit for the latest quarter that blew past analysts’ expectations. CEO Andy Jassy said growth for its booming cloud-computing business has accelerated to a pace it hasn’t seen since 2022.

Amazon’s massive size of roughly $2.4 trillion means its stock movements carry more weight on the S&amp;P 500 than almost any other company’s. Without it, the S&amp;P 500 would have been down for the day.

Another highly influential stock,&nbsp;<a href="https://apnews.com/article/apple-iphone-sales-earnings-ai-4e2a5c6f77876529d189c56b905a03b2">Apple</a>, had less of an effect on the market even though it’s bigger than Amazon. The iPhone maker, which is worth more than $4 trillion, swung between modest gains and losses through the day before finishing with a dip of 0.4%.

It likewise delivered a better profit report for the latest quarter than analysts expected, though by not as big a margin as Amazon did. CEO Tim Cook said it benefited from strong revenue for both its&nbsp;<a href="https://apnews.com/article/apple-iphone-tariffs-price-increase-5b78b243daceb791e19fc6e2c2740112">iPhone lineup</a>&nbsp;and its services offerings, which include its app store.

Elsewhere on Wall Street, online message board Reddit jumped 7.5% to erase losses from earlier in the week after reporting stronger profit and revenue for the latest quarter than analysts expected.

Coinbase Global rose 4.6% after the crypto exchange’s profit likewise topped expectations.

Outside of earnings reports, Netflix added 2.7% after the video streamer announced a move that could make its stock price more affordable but still leave all its investors holding the same amount. Netflix will undergo a 10-for-1 stock split, where it will give nine additional shares to investors for each they own.
