The Rush County Sheriff's Office is rolling out a wave of new programs to keep residents safe and supported.

Rush County Sheriff Mark Knowles said a Bicycle Back-to-School Block Party is set for 6 p.m. Sept. 16 in the 200 block of West Seventh Street in La Crosse, and 84 bikes will be given away.

"One of the best things I wanted to do is start getting the children more involved, but I also wanted to start pushing safety," Knowles said.

Knowles said the event is open to families from surrounding counties to pick up a refurbished bike, thanks to Norton and Ellsworth correctional facilities. Models will range from those with training wheels to full-size adult bicycles.

Helmets will be available in limited supply. Knowles said bicycle education is a key part of the giveaway and will remain a focus throughout the event.

"The last thing I want is 100 kids out here riding bikes and not knowing about bicycle safety," he said.

Knowles said each donated bike will be registered through a bicycle permit program to help ensure lost or stolen bicycles can be returned to their owners.

The event will also feature a DJ, free food with grilling by the La Crosse Fire Department, snow cones from the Family Crisis Center in Great Bend, sidewalk chalk, bubbles and 20 booth spaces for businesses to showcase their work.

The Rush County Sheriff's office has recently initiated several other new projects.

Through a new partnership with the <a href="https://www.familycrisiskansas.com/">Family Crisis Center</a>, the county is offering free items, including diapers, clothing, hygiene products and food to those in need. The program requires a one-time referral from law enforcement.

"My attitude about this is every single resource we offer, even if it helps one person or saves one person's life, then it was worth everything," he said.

The sheriff's office has been working with the crisis center for years, mostly with domestic violence and sexual assault victims.

Knowles said the county has limited resources, and those wishing to donate can contact <a href="https://rushcountykansas.org/rush-county-sheriff/">the sheriff's office, 715 Elm St.</a>, to contribute to Sara's Blessings or choose from other programs to support.

The What3Words app helps first responders pinpoint a person’s location using a unique set of words, a tool especially useful when callers are in rural areas.

"Every three-meter-by-three-meter square in the world has been assigned a unique three-word address," he said. "If they're in the middle of a field or down in a ravine, for example, we're going to be able to know exactly where they are by them giving us those three words."

Knowles said the Rush County Sheriff’s Office is the county’s only full-time law enforcement and first responder agency in Rush County. They work alongside volunteer EMS and the fire department. The app is integrated into their 911 and law enforcement systems.

Knowles said families can also use the app. For example, a child stranded without gas could share their three words with a parent.

What3Words is available for free download on <a href="https://apps.apple.com/us/app/what3words-navigation-maps/id657878530">iOS</a> and <a href="https://play.google.com/store/apps/details?id=com.what3words.android&amp;hl=en_US">Android</a>&nbsp;devices.

The sheriff’s office has partnered with the Southwest Kansas Area Agency on Aging to provide Operation Red File, a program designed to save the lives of residents.

Although the free program is aimed at seniors, Knowles said it is open to anyone and is designed to keep an individual’s medical and emergency information readily accessible in case of an emergency.

Knowles said more than 200 have already been distributed in the county and can assist individuals who are unable to communicate directly with first responders or medical personnel.

Residents are provided with a red folder containing their medical history, a list of medications, emergency contacts, insurance details and optional documents, such as wills or powers of attorney.

Knowles said that first responders are trained to check for the red folder during emergencies, which can be taken with the patient in an ambulance to help EMS and doctors. Folders are available at the Rush County Sheriff’s Office.

The county is also providing seat belt covers for individuals with special or medical needs. The covers store personal information on the inside to protect privacy while ensuring first responders have access to critical details in an emergency.

"If we had a vehicle accident, for example, and the parent is unfortunately unconscious with children in there. Say that they were autistic. It would be a quick way to look at what we are dealing with and make sure that their needs are taken care of," he said.

Knowles said the idea came from a parent who suggested it to the sheriff’s office. He added that the inside pocket can be easily updated if medical providers, emergency contacts or other vital details change.

The covers are available free of charge at the sheriff’s office, with no medical documentation required.

Bike giveaway set in Rush County; multiple programs launched

The City of Hays is preparing to welcome an estimated 180 disc golfers from across the country for the 41st Annual Frontier Open, taking place on Sept. 6-7.

This long-standing event, one of the oldest in Kansas, will take place at the historic Flying Bison Disc Golf Course at Frontier Park.

The event is hosted by members of the Flyin' Bison Disc Golf Club, and has become an annual tradition for both players and the Hays community.

The tournament's history is linked to the course itself, which holds a unique place in the sport’s development.

The Flying Bison course was established in the late 1970s and is recognized by the Professional Disc Golf Association as the fourth disc golf course built in Kansas and among the first 113 in the United States.

Today, it stands as the last original grassroots course remaining in the state.

"We are incredibly proud of the Flying Bison Disc Golf Course," said Jeff Boyle, director of parks for the City of Hays. "This course is more than just a place to play; it's a piece of our city's and the sport's history.

"It was built by a community of passionate local disc golfers, and their legacy continues to this day. We’ve worked hard to maintain the course's integrity while making improvements to ensure it remains a premier destination for players. The terrain, with its natural hazards from Big Creek and challenging wooded areas, truly tests the skill of even the most experienced players. We're excited to showcase it to a new generation of competitors."

The 41st Annual Frontier Open will feature the East/West/Monster East/Monster West layouts, designed to accommodate the large field of players without requiring cuts on the final day.

The course, which spans 75 acres of parkland, offers a challenging test of skill, including elevation changes and the notoriously strong Kansas wind.

Melissa Dixon, director of the Hays Convention &amp; Visitors Bureau, highlighted the broader economic and community impact of the tournament.

"The Frontier Open is a major driver of sports tourism for Hays," Dixon said. "With 180 players, and many more family and friends traveling with them, this event brings a significant influx of visitors to our city. They stay in our hotels, eat at our restaurants, and shop at our local businesses.

This annual tournament reinforces our reputation as a vibrant community that actively supports athletic events. The longevity of the Frontier Open speaks volumes about the dedication of the Flyin' Bison Disc Golf Club and the welcoming spirit of our residents. We are thrilled to host an event that contributes so positively to our local economy and showcases the unique appeal of Hays."

In addition to the main tournament, the event includes early-bird offerings and other mini-competitions throughout the weekend, providing a full schedule of activities for participants and spectators.

Due to the high volume of participants, the City of Hays has worked with the Flyin' Bison Disc Golf Club to establish an additional parking lot on the north side of Frontier Park to help manage traffic and ensure a smooth experience for all.

Residents are advised to be aware of increased foot and vehicle traffic in the Frontier Park area throughout the weekend. During the event, access to the park will be limited to the public.

The city encourages the public to extend a warm welcome to the visiting athletes.

The Frontier Open is a testament to the enduring appeal of the sport and the strong community that has cultivated it in Hays for over four decades.

ELLIS COUNTY —One person was injured in an accident just after 3p.m. Monday in Ellis County.

The Kansas Highway Patrol reported a 2016 Toyota Scion driven by&nbsp; Miranda&nbsp; Wales, 32, Colorado Springs, was eastbound on Interstate 70 just west of Turon.&nbsp; The driver fell asleep. The vehicle traveled off the roadway to the right and rolled into the south ditch.

EMS transported Wales to HaysMed. She was not wearing a seat belt, according to the KHP.

Hays Convention &amp; Visitors Bureau

The Hays Convention &amp; Visitors Bureau will partner with the Hays Recreation Commission to host the free Hays Prairie Winds Kite Show for the community on Saturday, Sept. 6 and Sunday, Sept. 7 from 11 a.m. – 4 p.m. at Bickle-Schmidt Sports Complex, 1376 U.S. Hwy. 183 Bypass.

This family-friendly event will feature the giant kite displays of Great American Kites &amp; Events, a vendor based out of Missouri that puts on kite shows all over the country.

“We are excited to extend this special event to two days so that even more people can enjoy the show that Great American Kites &amp; Events puts on,” said Hays Convention and Visitors Bureau Executive Director Melissa Dixon.

“We thank Hays Rec and their staff for their generous partnership to make the event bigger and better.” Dixon said. “A two-day event gives us a better chance of the right weather – sustained winds – for the best show possible.”

Several food trucks are scheduled to be at the event including Snow Cone Express, Taco Riendo, The Local Food Truck, Chilly Charlie’s, Triple C Lemonade Stand, Chucherias Mexicanas Snacks, and Suck It Up Bubble Cup. These vendors will set up in the sports complex parking lot.

Other planned activities include the Hays Public Library Bookmobile, the Fort Hays State University MakerVan, live animal visits from the Sternberg Museum of Natural History, and yard games sponsored by Big Brothers Big Sisters Serving Ellis County.

Attendees are encouraged to bring their own lawn chairs and coolers into the sports complex, but glass bottles are not allowed. Pets on leashes are allowed at the complex, but owners must clean up after their pets.

The Kansas Department of Wildlife and Parks (KDWP) will host five public meetings this fall, including one in Hays, to share information on proposed state park fee changes and hear directly from Kansans. These town hall-style meetings will provide the public with an opportunity to learn about the proposed changes, ask questions, and provide feedback. 

Fees remain unchanged at this time; any adjustments will require a vote of approval by the Kansas Wildlife and Parks Commission before they are implemented.

“Utility and operational costs for our state parks have risen nearly 45 percent since 2016,” said Conner O’Flannagan, KDWP state parks director. “These proposed changes are necessary to ensure our parks remain safe, well-maintained, and accessible to all Kansans, both now and for future generations.”

FTC: Five ways to help you cut down on unwanted calls

The United Way of Ellis County kicked off its annual fundraising campaign with a goal of $350,000.

Jaden Richardson, board president of United Way of Ellis County, said the campaign focuses on youth opportunity, healthy communities, financial security and community resilience.

"Donating to United Way helps kids succeed, it helps adults secure jobs and you help families become healthier," Richardson said.

Marie Froelich, a board member of the Cancer Council of Ellis County, read a testimonial from a client battling stage 4, non-curable colorectal cancer for more than two years and seven months, with the disease having spread to his lungs and liver.

"I took my 50th round of chemo this month," Foelich read from the testimony. "The Cancer Council has been important along the way. With the added expenses of travel, lodging, meds and especially insurance, it makes a very difficult situation even harder. I can't stress enough how impactful it is for a family to be able to focus on life and treatment and not stress over expenses."

The client also shared that his 6-year-old daughter underwent open-heart surgery at just 8 days old, followed by three additional surgeries and a six-month stay in a Kansas City ICU.

Richardson said United Way currently supports 15 partner agencies, including Big Brothers Big Sisters, Options Domestic and Sexual Violence Services, High Plains Mental Health Center, The Salvation Army and the Hays Senior Center.

Richardson said a new United Way executive director has been hired, with a formal announcement expected in the coming weeks.

Reality U, scheduled for Nov. 5 and 6, is a financial literacy event designed for middle and high school students, helping them prepare for adulthood and future employment. Volunteers are needed.

Sarah Wasinger, president/CEO of The Chamber in Hays, introduced multiple speakers during the event and made several announcements.

Cancer Council of Ellis County shares story of how United Way helps community at kickoff

Golden Belt Bank and FHLBank Topeka will award $10,000 to Heartland Community Foundation for its Ellis County Disaster Fund. Golden Belt Bank received the inaugural grant through FHLBank Topeka’s Community Assistance Recovery Effort (CARE) Program.

Golden Belt Bank is one of the longest-standing members of FHLBank Topeka, with a partnership starting in 1934. As a member of FHLBank Topeka, Golden Belt Bank has access to products and services to help their community thrive. 

The CARE Program was created in 2025 to help FHLBank member financial institutions support their communities after a FEMA-declared disaster. The program matches $3 for every $1 an FHLBank member contributes to disaster relief efforts. 

Ellis County was included in a March 2025 FEMA declaration for severe winter storms, straight-line winds, flooding and wildfires.

The two financial institutions will present the check at a ceremony on Wednesday, Sept. 3, at Golden Belt Bank, 1101 E. 27th, at 11 a.m.

Kiwanis Club of Thomas County/Colby

The Kiwanis Club of Thomas County/Colby is proud to share the official opening and ribbon cutting for the Kenton Krehbiel Inclusive Playground to be hosted on Saturday, Aug. 30 starting at 10:00 a.m.

&nbsp;A project that kicked off last summer is coming to completion and the public is invited to join in the celebration. Joint forces came together over the past year to bring Colby’s first accessible playground to fruition while honoring a member of the community.&nbsp;

Fundraising efforts for the renovation of Villa High Park kicked off in June of 2024 and with the devoted efforts of a local parent group, community volunteers, Kiwanis Club, Rotary Club, the City of Colby and the Thomas County Community Foundation the funds were completely raised in March of 2025. Over $500,000 was raised by community events, business and individual donations, and finalized with grant funding from the Dane G. Hansen Foundation.

Demolition was completed by the City of Colby in April 2025, construction was started by Cunningham Recreation in July and finished the initial installation in August.&nbsp; Road, bathroom and parking improvements are still in the plans for the City of Colby.

&nbsp;The playground features accessible equipment with a Pour in Place (PIP) surface that allows for easy access of mobility devices. This playground is the first step in giving accessibility for all kids to be able to play.

“I’ve honestly been speechless and wrapped in my feels to see Kynlee be able to play with her friends! I keep telling her it’s not a dream, she really has a park she gets to play at now!” shared Melissa White, one of the parent advocates who helped bring this idea to the community.&nbsp;

The ribbon cutting will include a hamburger/hotdog feed, face painting and a presentation to rename the park after long-time Kiwanis member, Kenton Krehbiel.

Participants are asked to leave parking around the pond for accessible vehicles only. Adjacent business parking lots and Terrace Drive are available for additional parking.

Rick Dickman from the Kiwanis Club shared “The Kenton Krehbiel Inclusive Playground serves as a testament, that when a small group of individuals with a common vision can come together along with generous outpouring of community support, we are able to bring our fondest dreams to reality.”&nbsp;

DES MOINES, Iowa (AP) — The Powerball jackpot rose to an estimated $1.3 billion Monday night after the winning numbers failed to appear.

The numbers drawn were 8, 23, 25, 40, 53 with the Powerball 5.

No one has matched all six numbers since May 31, allowing the&nbsp;<a href="https://www.powerball.com/" target="_blank">jackpot to swell</a>&nbsp;to $1.3 billion, which would be the fifth-largest prize in the game’s history if there is a winner in the drawing Wednesday night.

As ticket sales climbed during the past week, game officials raised the estimated Monday night jackpot to $1.1 billion before taxes.

Although there was no lucky jackpot winner, two ticket holders in Montana and North Carolina each won $2 million.

Payments for a jackpot would be spread over 30 years. A winner also can choose an immediate lump sum in cash before taxes, which now stands at $589 million.

The odds of matching all six numbers are astronomical: 1 in 292.2 million. The odds of getting&nbsp;<a href="https://apnews.com/article/powerball-mega-millions-winning-odds-numbers-a3e5a8e8e7ed15d7500c1d6acdab6785">struck by lightning</a>&nbsp;are far greater. But with so many people putting down money for a chance at life-changing wealth, someone eventually wins.

Powerball, which costs $2 per ticket, is played in 45 states, the District of Columbia, Puerto Rico and the U.S. Virgin Islands. Drawings are held each week on Monday, Wednesday and Saturday nights.

Congressional Republicans scored a massive victory this summer when they passed&nbsp;<a href="https://apnews.com/article/what-is-republican-trump-tax-bill-f65be44e1050431a601320197322551b">President Donald Trump’s “big beautiful bill” of tax and spending cuts</a>&nbsp;without a single Democratic vote. But as they return to Washington this fall after a monthlong August recess, they will have to find a way to work with Democrats — or around them — as a&nbsp;<a href="https://apnews.com/article/congress-spending-trump-government-shutdown-democrats-republicans-a282c46016d64c5f4ffb8c3c99c9077e">government shutdown</a>&nbsp;looms.

The annual spending battle will dominate the September agenda, along with a possible effort by Senate Republicans to change their chamber's rules to thwart Democratic stalling tactics on nominations. The Senate is also debating whether to move forward on legislation that would slap steep tariffs on some of Russia’s trading partners as the U.S. pressures Russian President Vladimir Putin on Ukraine.

In the House, Republicans will continue their investigations of former President Joe Biden while Speaker Mike Johnson navigates a split in his conference over whether the Trump administration should release more files in the&nbsp;<a href="https://apnews.com/hub/jeffrey-epstein">Jeffrey Epstein</a>&nbsp;investigation.

A look at what Congress will be doing as lawmakers return from the August break:

The most urgent task for Congress is to avoid a government shutdown on Sept. 30, when federal funding runs out. And it’s so far unclear if Republicans and Democrats will be able to agree on how to do that.

Congress will have to pass a short-term spending measure to keep the government funded for a few weeks or months while they try to finish the full-year package. But Republicans will need Democratic votes to pass an extension, and Democrats will want significant concessions. Senate Democratic Leader Chuck Schumer’s vote with Republicans to&nbsp;<a href="https://apnews.com/article/government-shutdown-trump-gop-chuck-schumer-86385e644239a3dc1558b37d13094234">avoid a shutdown in March</a>&nbsp;prompted furious backlash within his party.

The Trump administration's efforts to claw back previously approved spending could also complicate the negotiations. Republicans&nbsp;<a href="https://apnews.com/article/pbs-npr-budget-cuts-trump-republicans-7d29c97c85d0b450549af657e115f0f8">passed legislation this summer that rescinded about $9 billion in foreign aid and public broadcasting funds</a>&nbsp;and Trump notified Congress again on Friday&nbsp;<a href="https://apnews.com/article/trump-foreign-aid-pocket-rescission-374c63e6b4004e819a657e33b76f502e">that he will block</a>&nbsp;$4.9 billion in congressionally approved&nbsp;<a href="https://apnews.com/hub/foreign-aid">foreign aid</a>.

Democrats have warned that such efforts could tank the broader negotiations. “Trump is rooting for a shutdown,” Sen. Chris Murphy, D-Conn., posted on social media Friday.
