The Hays Fire Department conducted a wildfire summit to prepare for future blazes by drawing lessons from the region’s past disasters.

Hays Fire Chief Ryan Hagans said the summit consisted of sharing local expertise, a field trip and simulations to address potential threats in partnership with the National Fallen Firefighters Foundation.

"The main goal was to help us find the tools and resources to build a partnership within the community, and help spread the word on potential hazards that a wildfire brings when it impacts urban and developed areas," Hagans said.

The summit was a two-day wildfire risk workshop on Friday and Saturday at the Hilton Garden Inn in Hays.

SimTables, or simulation tables, let participants model fire spread using real topography and wind data. The projections recreated past incidents, including the 2021 Four County Fire, and hypothetical scenarios for firefighters to study.

Firefighters shared their experiences and insights from responding to the Four County Fire, discussing factors that allowed it to spread as fast as it did, such as wind speeds.

"When this started, we had zero visibility in Hays. I was driving around when it progressed and everything browned out," one firefighter said, referring to the Four County Fire.

Firefighters estimated from the projection that fast-moving fires could sweep through Hays in roughly 10 minutes.

The summit also included an outdoor session near the Sternberg Museum to examine grasses, trees and urban-wildland risks. Hagans said the fire department gained a deeper understanding of fire behavior and plans to implement measures.

He said the department will further assess the city for wildfire threats and educate the public.

"There are several areas throughout the outer edges of town that we'd like to evaluate what fuel loads they have and what each individual neighborhood has unique to them," Hagans said. "Steps they can take to help prevent or slow down the spread of a grass fire coming and help protect their homes as well."

Hagans advises regularly clearing dead limbs, trimming trees and bushes, and mowing grass near fences as precautions.

The event also partnered with the Kansas State Forest Service, International Association of Fire Fighters, International Association of Fire Chiefs and National Volunteer Fire Council.

NWester: Hays hosts Wildland Resilience Summit to boost fire preparedness

A Hays man was arraigned on Aug. 4 in Ellis County District Court on charges of alleged aggravated kidnapping, aggravated robbery and interference with a law enforcement officer.

At about 12:26 a.m. on March 1, Hays Police responded to a report of possible aggravated battery in the 500 block of West Seventh Street in the back alley of Chuck's bar, according to Hays Police.

A Hays man was allegedly accosted at gunpoint by two male suspects and taken to an area between houses, where he was physically assaulted and pistol-whipped, according to Hays police.

According to Hays police, the victim was allegedly stripped of his clothing, except for his underwear, and robbed of his wallet and phone.

Isaiah Tai Simpson was arrested and charged with&nbsp;alleged aggravated kidnapping, aggravated robbery and interference with a law enforcement officer.

Simpson's bond was initially set at $350,000.

Simpson's defense attorney, Cheryl Ann Stewart, requested a reduction in bond on Aug. 4, but District Judge Curtis Brown denied the motion.

At the same hearing, Simpson also waived his right to a speedy trial.

Simpson's jury trial has been set for Jan. 20. Pre-trial motions will be at 9 a.m. Dec. 2.

TOPEKA&nbsp;– Governor Laura Kelly announced that $10.4 million will be invested in critical broadband initiatives through the Advancing Digital Opportunities to Connect Kansans (ADOPT) program.

 The Kansas Office of Broadband Development will partner with 18 organizations across the state, including Russell USD 407, to connect Kansans to high-speed internet by making public Wi-Fi accessible and distributing devices in underserved areas.

“Broadband access is a common thread that is central to bringing our communities together and creating spaces for their residents to succeed in today’s digital world,” Kelly said. “From public safety to workforce readiness and online education — these awards will continue to propel Kansans forward.”

The ADOPT program supports organizations working to ensure communities can access public Wi-Fi and the devices needed to participate in today’s technology-driven world. &nbsp;Awards were made to nonprofits, school districts and internet service providers across Kansas, supporting all counties and creating a sustainable approach to reach as many individuals and communities as possible throughout the state.

“We will continue investing in the broadband infrastructure necessary for Kansans to participate in the digital economy, but our efforts should not – and will not – end there,”&nbsp;Lieutenant Governor and Secretary of Commerce David Toland said.&nbsp;“By providing tools, resources, training and reliable access to that infrastructure, ADOPT provides targeted support to ensure every single Kansan can invest in their future and advance their own quality of life.”

Examples of ADOPT grant recipients include:

• Russell County USD 407&nbsp;received $719,565 to provide middle- and high-school students with computers to support academic achievement and improve digital literacy.

•&nbsp;Nex-Tech, Norton, received $34,893 for a public Wi-Fi system at Elmwood Park in Norton.

• Southwest Area Agency on Aging received $329,118 to equip seniors across 28 rural counties, including Lane, Ness and Pawnee counties, with technology and digital skills, ensuring they stay connected, independent and empowered in today’s digital world.

“Digital opportunity programs like ADOPT continue to help us bridge the digital divide in Kansas,”&nbsp;Broadband Executive Director Bill Abston said.&nbsp;“These awards recognize the critical need and the opportunities we can enable by funding access to high-speed broadband — truly strengthening our communities and preparing our future generations.”

Russell USD 407 among underserved areas receiving state award for high-speed internet

MANHATTAN – The Kansas Breastfeeding Coalition (KBC), with support from the United Methodist Health Ministry Fund, awarded over $9,000 in educational scholarships to support individuals to provide lactation support in their communities, including in Hays.

In Kansas, nearly 90% of families choose to breastfeed. Yet, breastfeeding rates amongst communities of color and rural communities are lower than the state average.

The KBC is committed to addressing racial and geographic inequities in breastfeeding by identifying and supporting breastfeeding advocates in new and innovative ways. 

In alignment with this goal, the KBC is pleased to award $9,500 in scholarships to support 11 aspiring lactation support providers in Atchison, Garden City, Hays, Hutchinson, Kansas City, Lawrence (2), Salina, Topeka, and Wichita (2).

These individuals provided written statements sharing their vision and passion for helping diverse families. They were selected by the review committee for their commitment to supporting their communities by pursuing further education in the lactation field.

“Breastfeeding is important for the health and well-being of both the parent and the child. We are excited to work with these individuals to build a diverse lactation support workforce so families in Kansas can receive culturally congruent care,” said Stephanne Rupnicki, Chair of the KBC Board of Directors and Co-Founder of the Prairie Band Potawatomi Nation Breastfeeding Coalition.

The KBC will continue to support these scholarship recipients in the pursuit of their goals. The KBC hopes to find more ways to contribute to equity in breastfeeding for all Kansans.

Hartman, who has served the foundation since 2021, brings a wealth of experience in fundraising, donor relations, and community building, along with deep ties to the Diocese of Salina.

Crude futures prices fall in seven consecutive trading sessions to two-month lows.&nbsp; NYMEX crude settles Thursday at $63.88 per barrel, down nearly half a dollar on the day and the first closing price below $64 since June 5. After some ups and downs the near-month contract ended the day on Friday unchanged at $63.88. a weekly loss of $3.45 per barrel.

Drooping prices in McPherson mirror those in London and New York. Kansas Common crude at CHS starts the week at $54.25 per barrel, after plummeting three dollars since the first of the month.

Kansas regulators okayed three new drilling permits in eastern Kansas and seven west of Wichita. That's 440 new drilling locations so far this year, compared to over 600 last year at this time.

Independent Oil and Gas Service reports new well-completions in Ellis, Stafford, and Finney County out of 11 in Western Kansas last week. Year-to-date, statewide, operators have completed 741 wells in Kansas compared to 791 a year ago.

The Kansas Rig Count from Independent Oil and Gas Service is up one rig west of Wichita at ten active rigs and unchanged in eastern Kansas, also with ten rigs. The statewide tally is up 67% from a month ago, but down 33% from a year ago. Operators are rigging up for a new spud in Stafford County. Drilling continued Friday on a lease in Ellis County and three in Gove County.

The Rotary Rig Count from Baker Hughes is down one rig at 539, dropping one gas rig but adding one oil rig. Oklahoma adds two active rigs, Texas is down two and New Mexico is down one.

U.S. crude production in May increased by 24-thousand barrels a day, topping 13.4 million daily barrels for a third consecutive month. The Energy Information Administration reports Kansas production of 69-thousand barrels a day. That's down two thousand barrels from April, and eight percent lower than in May of last year, but it matches the statewide average so far year. Output in Texas increased slightly to 5.7 million barrels a day, surpassing the next 12 states combined.

The U.S. added 200,000 barrels to the Strategic Petroleum Reserves, where stockpiles now stand at 403 million barrels. Since refill operations resumed in April of last year, the Energy Department has added 38 million barrels at markdowns of $20 to $30 from the $95 a barrel we sold it for three years ago.

The government says commercial crude inventories dropped by three million barrels, and are about six percent below the five year seasonal average.

U.S. crude production drops for the fifth time in six weeks.&nbsp; The Energy Information Administration reports output last week dropped below 13.3 million barrels a day for only the second time this year. Cumulative output so far this year is up two percent from a year ago, and remains above 13.4 million barrels a day.

Despite a spike in crude exports and declining imports, the US remains a net crude importer, with imports surpassing exports by 2.6 million barrels a day. Crude exports vaulted 620,000 daily barrels or 23% to 3.3 million barrels per day. Crude imports dropped by 174,000 barrels to six million barrels a day.

ConocoPhillips is selling assets in the Anadarko basin of Oklahoma for $1.3 BILLION. The deal is expected to close by the end of the year. The company announced increased production but lower earnings due to lower commodity prices. It's average realized price for crude oil during the first six months of the year was $45.77 per barrel, which is down 19 percent from a year earlier.&nbsp; Pumping nearly 2.4 million barrels of crude oil per day led to net earnings of two billion dollars.

Russia's crude-oil exports are dropping, but remain relatively high, and the government says their markets have shifted. With News from the Oil Patch...

From 2020 to 2024, Russia oil exports averaged five million barrels a day. That's down to 4.3 million as of June. The Energy Information Administration says Europe got 51% of Russia’s exports in 2020. That's down to 11 percent today, with most of that going to Turkey. The decline in Europe was offset by increases in Asia and the Pacific Islands, rising from 41% of Russia's sales five years ago to 81% now. China and India imported nearly five million barrels a day in the last year and a half. Prompting the Administration to announce new tariffs against both.

How hot was it was it? Hot enough to set new records for electricity demand...twice. EIA reports record high demand for electricity on July 28 and then again the next day: 745,000 megawatts. The government forecasts annual demand for electricity will rise by two percent this year, and again next year.&nbsp;&nbsp;

Hays roundabouts to get new pavement markings Monday night 

Kansas Department of Transportation

The Kansas Department of Transportation plans to begin work on a series of improvement projects along portions of highways K-18 and U.S. 183 in Rooks and Ellis counties the week of Aug. 11.

The first project will involve milling and overlay on 12 miles of U.S. 183 starting at S Road north of Plainville and ending at the Ellis County line. 

Crews will then resurface approximately 13 miles of K-18 between Palco and Plainville. 

The final project will continue milling and overlay on 15 miles U.S. 183 in Ellis County beginning at the Rooks County line and ending near 55th&nbsp;Street in Hays.

Traffic will be reduced to one lane and directed by flaggers and a pilot car through the areas where crews are actively working. Motorists should plan for delays not exceeding 15 minutes during daylight hours.

KDOT expects the projects to be completed in late October, conditions permitting.

Bettis Construction and Asphalt, of Topeka, is the primary contractor for the projects with a combined contract cost of $7.2 million.

TOPEKA –&nbsp;The Kansas Department of Health and Environment (KDHE) has issued a boil water advisory for the City of Bunker Hill public water supply system located in Russell County.

Customers should observe the following precautions until further notice:

The advisory took effect on August 7 and will remain in effect until the conditions that placed the system at risk of bacterial contamination are resolved. 

KDHE officials issued the advisory because the city cannot currently maintain the minimum required chlorine residual due to an equipment malfunction. Failure to maintain required chlorine residual levels may put the system at risk for bacterial contamination.&nbsp;

Regardless of whether the public water supplier or Kansas Department of Health and Environment announced a boil water advisory, only KDHE can issue the rescind order following testing at a certified laboratory.

Repairs to the damaged infrastructure and the roadway are expected to take up to two weeks.

During the repair period, the intersection of Sixth and Main will be closed.

Main Street will be closed near the intersection, and the 100 block of West Sixth Street will also be inaccessible to through traffic.

Traffic signs will be placed to alert motorists of the closures and direct them to alternate routes.

"We appreciate the community's patience as we work to repair the damage," said Director of Water Resources Jeff Crispin. "Our crews will be working diligently to restore the infrastructure and the roadway as quickly and safely as possible."

The project will address the damage to both the underground infrastructure and the street surface caused by the break.

Repairs to Hays' Main St. following water main leak begin today

KANSAS CITY — On August 7 and 8, a coalition of Northland law enforcement agencies combined efforts to combat human trafficking occurring in the communities north and east of Kansas City, according to a media release from the Ray County Sheriff.

The Clay, Clinton, Platte, and Ray County Sheriffs and the Kearney Police Department each hosted a proactive countertrafficking operation in their jurisdiction. They were assisted substantially by the Cameron Police, Richmond Police, Kansas City International Airport Police, Kansas City (KS) Police, and Riverside Police Departments, Missouri State Highway Patrol, Missouri Department of Social Services - State Technical Assistance Team, and Homeland Security Investigations. Technical assistance was provided by the Bourbon County (KS) Sheriff, Butler County (KS) Sheriff, Goodyear (AZ) Police, Greenwood County (KS) Sheriff, Mesa (AZ) Police, Peoria (AZ) Police, and Washoe County (NV) Sheriff.​​

This operation was designed from the beginning to reduce the demand for victimization of victim-survivors of sex trafficking in these communities, connect to and provide critical services and support to these potential victims, and especially deter any suspect attempting to prey upon children who have been enslaved by the commercial sex industry. The results for this operation were:​​

7 suspects arrested and booked for attempting to buy sex with a child​- 

3 suspects arrested and booked for attempting to buy sex​- 

2 suspects arrested for promoting prostitution for recruiting a person to engage in prostitution. One suspect in this case was ultimately booked for kidnapping and sexual assault after excellent work by the investigators revealed additional crimes that were occurring in another jurisdiction. 

A victim-survivor was recovered and placed into aftercare.​- 

8 potential sex trafficking survivors met with local advocates from Value Unconditional and RPOR, with technical assistance provided by ICTSOS. Many of them are now receiving advocacy and aftercare support.​​

All of the agencies involved in this effort want to remind everyone that sex trafficking is a violation of the freedoms we enjoy as Americans and Missourians. Human trafficking won't be tolerated in our communities now or ever.

Sheriff: Operation targeted human trafficking in Kansas and Missouri

DOUGLAS COUNTY —A Kansas woman is recovering after attempting to free her Chihuahua from an attack by another dog, according to Lawrence Police.

  The Chihuahua did not survive and the woman suffered a severe bite wound on her arm, a broken finger, and several other minor wounds.

The incident occurred just before 2p.m. Sunday at Centennial Skate Park,&nbsp; 600 Rockledge Road in Lawrence. When officers arrived, they found the attacking dog had been pinned down by men who saw it  happen. Officers took over and got control of the dog by creating a makeshift muzzle from a leash, while other officers tended to the victim and began an investigation.

Officers learned the woman, in her 70’s, was walking her three dogs when the unleashed dog attacked the Chihuahua.  The woman’s other two dogs were not harmed. Officers took the dog who initiated the incident to the Humane Society, along with the decease dog. The woman was transported by ambulance to the hospital, accompanied by one of her dogs.  The third had run off but officers later found the animal and brought it to her home. 

Officers worked to identify the owner of the dog who initiated the attack, but had not been able to make contact as of Monday afternoon.&nbsp;

SEDGWICK COUNTY—Law enforcement are investigating a homicide and asking the public for help to locate a suspect. Robert Schoenberger is wanted in connection with the homicide that occurred in the 500 block of N. Hillside in Wichita on Monday night.



Robert Schoenberger, 47,&nbsp; is described as a white male,&nbsp; 6 ft. tall with a slender build, according to Wichita Police. He&nbsp; was last seen wearing a blue t-shirt, blue jeans, blue sneakers.

Schoenberger was on parole, cut off ankle monitor and is considered Armed and dangerous.

Preliminary information indicates the incident on Monday night began as a rolling disturbance between the victim and the suspect while they were in a vehicle together. The victim, who was driving, stopped in front of Wesley Medical Center, got out, and tried to get away. The suspect, later identified as Schoenbergr, was still in the passenger seat, opened fire—striking the victim in the upper body.

The victim was rushed into surgery but later died from her injuries. During the gunfire, Wesley Medical Center was also struck.

Witnesses reported seeing Schoenberger running from the area with a firearm. If you see him call 911 immediately. Do not approach&nbsp;

Search underway for suspect in deadly shooting outside Kan.  hospital 

NASHVILLE, Tenn. (AP) — Daryl Hall and John Oates have resolved their dispute over a&nbsp;<a href="https://apnews.com/article/entertainment-music-arts-and-entertainment-b4ca61374d97b708f482afc203cc90be">Hall &amp; Oates</a>&nbsp;business partnership through arbitration, reaching a private ending after details of their rift went public in court documents filed in a 2023 lawsuit by&nbsp;<a href="https://apnews.com/article/hall-oates-lawsuit-3a4c6c89668da0fcddedaefe47245e1c">Hall against Oates</a>, according to a court filing Monday.

In Monday's status report, attorneys for Hall noted the case received a final judgment in arbitration and they filed a proposed order for the judge, Nashville Chancellor Russell Perkins, to dismiss the case. In mid-July, Perkins ordered Hall's attorneys to offer an update in the case, which had last seen a public filing in December 2023.

It's unclear when the arbitration process was finalized. And details were not revealed about the arbitration outcome between the duo who made music together for more than a half century, including hits in the 1970s and ’80s such as “Maneater,” “Rich Girl” “Kiss on My List” and “I Can’t Go for That (No Can Do).”

Robb Harvey, an attorney for Hall, declined to comment. Representatives for Oates did not immediately respond to The Associated Press’ request for comment.

In 2023 filings in the case, Hall&nbsp;<a href="https://apnews.com/article/hall-oates-lawsuit-ad17e6a0997f01bdf760392d1f5e82e7">accused Oates of blindsiding and betraying him</a>, saying their relationship and his trust in Oates have deteriorated. Oates replied that he was “deeply hurt” that Hall was making “inflammatory, outlandish, and inaccurate statements” about him.

The judge had&nbsp;<a href="https://apnews.com/article/hall-oates-lawsuit-0187ded503d72692faef00c4bd3ceeee">paused the sale of Oates’ stake</a>&nbsp;in Whole Oats Enterprises LLP to Primary Wave IP Investment Management LLC. Whole Oats includes valuable Hall &amp; Oates materials such as trademarks, personal name and likeness rights, record royalty income and website and social media assets, a court declaration says.

The dispute went public in November 2023, when Hall filed the lawsuit asking the judge to stop the sale by Oates so private arbitration could begin.

Hall gave a scathing account of their relationship in early November 2023 during arbitration, and it was made public later in the month in the lawsuit. It alleges that Oates and his team engaged in the “ultimate partnership betrayal” by pushing to sell his share while telling Hall’s associates that he wanted to maintain his ownership.

In his own declaration, Oates expressed disappointment with his longtime partner’s words, saying Hall’s accusations that Oates went behind his back and breached their agreement aren’t true. Oates declined to go into specifics, saying he’s obligated to keep details private, even if Hall didn’t.

Last year,&nbsp;<a href="https://apnews.com/article/john-oates-reunion-daryl-hall-a48365d58a293d80c779d63770c32619">Oates told The Associated Press</a>&nbsp;that he's had “no communication” with Hall and declined to discuss the legal proceedings. He did not see a Hall &amp; Oates reunion in his future.

“I personally don’t see it happening. It’s not in my plans at all. You can ask&nbsp;<a href="https://apnews.com/hub/daryl-hall">Daryl Hall</a>&nbsp;what he thinks. But for me personally, no,” he says.

<a href="https://www.thetimes.com/culture/music/article/daryl-hall-interview-john-oates-rift-hq6g3sv69">The Times asked Hall in February</a>&nbsp;if the ship had sailed on mending the pair's relationship.

“That ship has gone to the bottom of the ocean,” Hall told the news outlet. “I’ve had a lot of surprises in my life, disappointments, betrayals, so I’m kind of used to it.”

Business spat between Daryl Hall and John Oates finally resolved

DOUGLAS COUNTY —Law enforcement are investigating&nbsp; a young girl’s overnight slumber party that ended abruptly over the weekend after a man entered the home uninvited and took off his clothes. 

Just before 2a.m. Sunday, police were called to a neighborhood near 21st and Louisiana Street in Lawrence where they found several young girls and the supervising adults extremely upset, according to a statement from Lawrence Police.
