The latest analysis of the housing market in Hays by RDG Planning and Design, Omaha, shows a need for new living units in all categories.

A housing study is required by state statute before the economic incentive tool, Reinvestment Housing Incentive District, can be used. The city has six such incentive district projects underway.

City commissioners had a robust, hour-long discussion about housing during their meeting Thursday.&nbsp;&nbsp;

"We really are doing good things," said Alaina Cunningham, commissioner. "There's still obstacles to overcome, and obviously, the data is showing we still have housing needs.&nbsp;

"Affordability is going to be a different definition for all of us. ... But I really feel as a whole, we are trying to look at all the options and making things affordable and trying to encourage development, mostly private development," Cunningham said.&nbsp;

Vice Mayor Mason Ruder pointed out the slowdown and even elimination of state and federal incentives for housing projects, particularly low-income developments.&nbsp;

"We sometimes get railroaded by state and federal cuts ... for programs that are supposed to help solve some of these problems," Ruder said. 

"Instead of saying we're done, we're here discussing different avenues we can take without throwing straight cash at it because ... we like having money in reserves," he said.

The city plans for a 1% annual population growth rate, which Doug Williams, Grow Hays&nbsp;executive director, called "aggressive."&nbsp;An average annual construction of 95 housing units is required to support a 1% growth rate. 

Details of the housing report showed the mix of housing has shifted&nbsp;from single-family and duplex to&nbsp;single-family and multi-family over the past three years.&nbsp;The greatest need is for households making less than $25,000&nbsp; and more than $75,000 annually. 

The shortage of housing is likely to persist as there are more job openings than available units. The report concluded that due to the lack of private market response to produce a variety of units, the city and its partners will need to provide incentives and share risk in the production and maintenance of housing.&nbsp;

"It takes us, the community at large, current businesses and businesses looking at us, people moving in and people that have lived here forever. ... that's how we get things done. ...", Ruder said.

In other business, a public hearing was conducted with no comment for a $300,000 state Community Development Block Grant request. 

Hays developer Tim Speno, One Twenty Seven Investments, plans to rehabilitate the second floor of the 100-year-old building at 1012 Main St. into Airbnb rental units.&nbsp;&nbsp;

There is no financial obligation to the city.

Kansas Black Farmers Association set events during Nicodemus Homecoming this weekend

The Women Who Lead still has raffle tickets left for its 31 Days of Cash drawing in August.&nbsp;

Tickets will be on sale Saturday in downtown Hays during Bazaar on the Bricks from 7:30 a.m. to noon or until sell out.

The Women Who Lead booth will be across the street from Diamond R Jewelers, between Eighth and Ninth streets.

Tickets are $25 each. A maximum of 500 tickets will be sold.

A drawing will be conducted each day in August.

TOPEKA — The Kansas State Department of Education announces the participation of all Kansas school districts and many private schools in the National School Lunch and/or School Breakfast Program.

Local school officials have adopted the following household income guidelines for determining eligibility for Child Nutrition Program benefits:

Application forms and an informational letter to households are available from the school district or private school. Additional copies are available at the principal’s business office in each school. Applications may be submitted at any time during the year. An application for reduced price or free Child Nutrition Program benefits can’t be approved unless it contains complete eligibility information as indicated on the application and instructions.

Households receiving food assistance or Temporary Assistance to Families (TAF) will be notified that their children will be provided free benefits unless the household notifies the school that it chooses to decline benefits. Households receiving assistance under these programs should submit an application only if they aren’t notified of their eligibility by a specified date determined by the schools. If a household receiving food assistance, TAF or Food Distribution Program on Indian Reservations (FDPIR) completes an application, the children’s names, the food assistance, TAF or FDPIR case number, as well as the signature of an adult household member, must be provided.

Participants in the special supplemental nutrition program for Women, Infants and Children (WIC) or receiving certain Medicaid benefits may be eligible for reduced price or free benefits. Households with WIC participants should complete an application as described above.&nbsp; Households approved for program benefits based on Medicaid will be notified.

Households with children who are enrolled in the Head Start Program or the Migrant Education Program or who are considered homeless or runaway by the school district’s homeless liaison should contact the school for assistance in receiving benefits.

Foster children that are under the legal responsibility of a state child welfare agency or court are eligible for free meals regardless of income. The state must retain legal custody of a child. Households will be notified that the foster child(ren) will be provided free benefits unless the household notifies the school that it chooses to decline benefits.

 Free eligibility is NOT extended to other students in households with foster children, but households with a foster child(ren) can submit an application and list all household members including the foster child(ren). A foster family application could result in different eligibility for family members, such as the foster child(ren) free and the other students could be reduced or free or not eligible for benefits.

Households not receiving Food Assistance, TAF or FDPIR apply for benefits by completing one application for all children in the household. The application must list names of everyone in the household; the amount of income each household member now receives; source of income; the last four digits of the Social Security number of the household member who signs the application or a statement that the household member does not possess one; and the signature of an adult household member certifying that the information provided is correct. The information is confidential and will be used only for the purpose of determining eligibility. The eligibility status may be verified at any time during the school year by school or other program officials.

Under provisions of the reduced price and free benefit policy, the determining official will review applications and determine eligibility.&nbsp; Parents or guardians who are dissatisfied with the ruling of the official may wish to discuss the decision with the determining official on an informal basis. Parents wishing to make a formal appeal may make a request either orally or in writing for a hearing on the decision.&nbsp; Contact the school district or private school for the name, address and phone number of the hearing official and information about the hearing procedures.

If a household member becomes unemployed or if household size changes, the household should contact the school. Such changes may make the child(ren) in the household eligible for reduced price or free benefits if the household income falls at or below the levels shown above.

Each school’s office and/or the district's/organization’s main office has a copy of the policy for reduced price and free benefits, which may be reviewed by any interested party.

Ellis Police Department school supply drive underway

Hays area employers seeking to fill part-time positions or internships are invited to attend the Part-time Job Fair at Fort Hays State University on Thursday, August 28, from 2 to 4 p.m.

There is no cost to participate, but employers must register no later than August 21 by phone (785-628-4260) or email (careers@fhsu.edu). Space is limited, so early registration is recommended.

Businesses and organizations will have an opportunity to share information with students about part-time jobs or internships that are available.

The job fair will take place in the Fort Hays Ballroom of the Memorial Union. Registration includes a 6-foot table and two chairs. Participating employers are welcome to bring a table cover, visual displays, flyers, application forms, and/or promotional items.

Hays Post HAYS – The Ellis County Sheriff’s Department is looking for
an inmate who escaped from custody Saturday evening while being
transported from Hays Medical Center.

According to the sheriff’s department, Juan Olivares Herrera
was last seen running south on 22nd St. and Canterbury. Law enforcement
officials are searching the area.

&nbsp;Herrera is a Hispanic
male with brown hair and brown eyes. He is approximately 5 feet 8 inches tall and weighs 100
pounds. 

He also has a large black and grey watercolor-type tattoo on
his left shoulder/chest, last known to have a mustache/goatee.

He has a distinct leg injury and was last known to be
wearing jail oranges and handcuffs. 

Anyone with information on Herrera’s whereabouts should
contact law enforcement and not approach him.&nbsp;


He is being held on the following charges: domestic battery,
aggravated robbery, and disorderly conduct.

Now scammers are going even further and pretending to be the Department of Motor Vehicles (DMV) from states all over the country. They insist that you pay for an “overdue traffic ticket” and threaten to suspend your driving privileges (among other things) if you don’t. Here’s how the scam works.

An unexpected text looks like it’s from your state’s DMV, claiming you have an overdue traffic ticket. It might include a link to pay and warn that, if you don’t pay immediately, they’ll report you to the “DMV violation database,” suspend your vehicle registration, license, and driving privileges, and charge you an additional 35% service fee. The text might even threaten to prosecute you and tank your credit score — but it’s all a&nbsp;<a href="https://consumer.ftc.gov/articles/how-recognize-and-avoid-phishing-scams">scam</a>&nbsp;to get your money and personal information.

FTC: That text about overdue traffic ticket probably a scam

ELLINWOOD — U.S. Kansas Sen. Jerry Moran’s Garden City district representative, Hunter Carson, recently visited Ellinwood to tour the vacant Ellinwood District Hospital and learn more about the dream project of converting the building into a dual purpose property to serve central Kansas residents. 

Plans are for an emotional and physical health center for our veterans in central Kansas and emotional counseling for residents in central Kansas who are dealing with thoughts of suicide.

Sen. Moran has a passionate heart for our military veterans as well as those wanting to achieve optimal emotional health. 

Two central Kansas groups have joined forces to pursue a dream to help Kansas residents wanting to achieve complete emotional and physical health, The Center for Counseling &amp; Consultation and the Fort Zarah Veterans Center. 

The Center for Counseling &amp; Consultation has been providing emotional support to central Kansas residents since 1968 and a volunteer group&nbsp;consisting of seven military veterans and two at-large members recently organized to focus on a dream to develop a service center that supports our military veterans and they refer to their dream as the Fort Zarah Veterans Center. 

These members include Jon Prescott as the volunteer lead for this project, Don Green, Vietnam veteran who originated this dream, Gary Burke, military veteran, Ghazi Jahay, military veteran, Ken Lebbin, military veteran and Ellinwood city council member, Jeff McQuade, military veteran and care coordinator/target case manager for veterans, and Harry Whiting, volunteer member at-large.

Wendy Lockwood, CEO of The Center for Counseling &amp; Consultation is equally as passionate for serving the emotional needs of central Kansas residents as well as our military veterans. 

The board of directors for The Center voted unanimously to have the Fort Zarah Veterans Center operate as part of their 501(c)(3) with McQuade providing his services for veterans and residents needing a care coordinator/target case manager.

Once enough funds are raised to move forward with remodeling the vacant Ellinwood District Hospital building, The Center will oversee the construction of this remodeling project as well as recruiting staff and manage operations for this new service center.

Project underway to convert vacant Ellinwood District Hospital to veterans health resource center

WAKEENEY —&nbsp; Payton and Delilah Reever (Otis High School) and Craig Cramer (WCE staff and camp counselor) representing Western Cooperative Electric, recently participated in the 48th annual Cooperative Youth Leadership Camp (CYLC) held July 11–17 near scenic Steamboat Springs, Colorado. The camp brought together 77 high school student leaders from Kansas, Oklahoma, Colorado, and Wyoming, sponsored by 45 electric and agriculture cooperatives.

In February, <a href="https://hayspost.com/posts/2b98d3b3-26c8-48ae-9e0a-43221edaded7">Payton and Delilah were selected by Western Cooperative Electric </a>based on a short essay, an open-book quiz, and a remote interview.

Craig was chosen to represent Western as a camp counselor. In addition to his full-time role as information technology manager, he volunteered his time to support the students throughout the week, helping lead activities, encourage participation, and model the cooperative spirit. His presence reinforced Western’s commitment to youth development and leadership.

Throughout the weeklong camp, students gained hands-on experience in cooperative business operations by forming and managing a mock candy cooperative. They elected a board of directors, appointed a general manager, created committees, and held daily membership meetings, mirroring the real-world structure of member-owned cooperatives. 

Educational sessions covered leadership development, conflict resolution, and co-op career opportunities. Highlights included electric safety demonstrations by cooperative linemen, a live raptor presentation from HawkQuest, and a tour of the Craig Power Station. 

Delilah commented that “All of the speakers really broadened my perspective and inspired me to be more than who I was already. There are no limitations to being yourself. The only person stopping you is yourself.” 

CYLC offered more than just professional growth opportunities; it fostered a sense of camaraderie and adventure. Students explored the natural beauty of Mount Werner, experienced the charm of downtown Steamboat Springs, and braved the rapids of the Colorado River on a rafting trip. Recreational highlights included a volleyball tournament, swimming, a talent show, and a dance. 

When Payton was asked what she enjoyed most about the camp she said, “You cannot be brave without being afraid first. I walked into this camp with this motto, and because of this I have changed as a person. You learn to try new things and it is inspiring.”

 “The Cooperative Youth Leadership Camp is a meaningful way to invest in the future of our communities,” said Nolan Numrich, CEO/general manager. “We’re proud to support opportunities like this that help young people grow as leaders, build confidence, and bring those skills back home to make a difference.”

Otis High School students represent Western Co-op at youth leadership camp

This article is the second in a multi-week series on wheat streak mosaic complex management to address the 2025 outbreak. 

Last week, was the recommendation for <a href="https://hayspost.com/posts/33aec9ef-6d8a-48ef-9d5f-12cac8cb4980">wheat-free windows</a>. These windows include periods 30 days prior to the start of the optimal winter wheat planting window by zone in Kansas.

As the wheat curl mite is a community pest, coordinated breaks in volunteer wheat and other cereals will have the highest likelihood of lowering local and statewide mite levels moving into our 2025 optimal winter wheat planting date periods. This week, we address the role of other crops in the landscape.

Revisiting the role of other crops and weeds in the landscape

The question about the role of alternative crops and grasses in the landscape is frequently raised. The general risk of species as reservoirs for the mite and virus complex depends on several factors, including:

1. How well the curl mite reproduces on a given host,

2. How susceptible the host is to the virus,

3. The presence of the host during critical periods over the summer,

4. How those periods overlap with the wheat crop, and

5. How much of the host is present in the landscape during those critical summer months (host density)?

That information was taken together to develop the relative risk of host species to harbor wheat curl mites over the summer (Figure 2). You’ll notice that the list includes cereal crops, weeds, and pasture grasses. In all, over 90 species have been shown to harbor the mites or virus to some level. Legumes are not known hosts for the curl mite or viruses.

Volunteer wheat left over the summer is the highest risk host because it checks all the boxes for risk. The curl mites will reproduce rapidly on volunteer wheat, it is usually present right after harvest, may be left through fall planting, it is susceptible to the viruses, and it can build to high levels in the landscape. This is why the first line of defense against wheat streak will always be volunteer wheat management (ideally during wheat-free windows).

Volunteer wheat can also “hide” in summer crops planted after wheat harvest as well as cover crops, complicating the ability to determine the risk of other crops in the landscape. For example, if wheat that is harvested in June and grain sorghum (or corn and soybean) is planted into that same field after wheat harvest, secondary flushes of volunteer wheat will be difficult to control.

Winter cereals planted early (during the wheat-free windows) for grazing or cover cropping may pose a risk for harboring curl mites. Species like barley, oats, rye, and triticale have all been shown to host both the mites and the virus at fairly high levels. 

When at all possible, early planting of these crops near fields that will be established with a fall wheat crop should be avoided. Including these crops in a summer cover crop mix can also be risky for bridging the curl mites and viruses to the fall wheat crop.

To a lesser extent, corn and sorghum can also host the mite and virus complex. These crops are generally considered of low concern for epidemics in Kansas. 

Most of the research that we’ve reviewed has demonstrated that these crops are most conducive to curl mite survival during early growth stages. 

So, for example, corn/sorghum at a young stage when wheat is drying down would be at higher risk for curl mites than late-planted corn. It appears that curl mites are limited to corn husks later in the season and can result in symptoms of kernel red streak through feeding damage. Kernel red streak is generally considered a cosmetic issue in corn, but can serve as a sign that curl mites were present. 

Most commercial corn hybrids are resistant to wheat streak mosaic virus and High Plains wheat mosaic virus and will not experience yield losses to those viruses. Importantly, it appears that curl mite populations rapidly decline in the corn crop after the crop reaches black layer.

Weedy grass hosts (detailed in Figure 2) are generally a lower concern, unless they are allowed to build to high levels and remain established through the summer months. Their role in epidemics is dictated by their abundance and the time they are allowed to persist in the landscape.

In the cattle industry, experience matters—but for many women gaining that hands-on experience can be a challenge. Whether they’ve married into an operation, desire a career in beef production systems, or are trying to start their own herd from scratch, women often find themselves expected to help manage livestock without ever having been taught how. That gap in access to training and support is what Cow Camp 2025 aims to close.

Cow Camp 2025, a hands-on educational experience for women in beef production, will be held Sept. 10–11 at the Kansas State University’s Agricultural Research Center in Hays. The program is designed to help women build practical skills in cattle management, grow their confidence, and take a stronger role in the workforce shaping the future of Kansas agriculture.

“This is workforce development in the most grounded, impactful way,” said Sandy Johnson, K-State Research and Extension beef specialist. “We’re meeting women where they are and equipping them with the tools, they need to succeed in an industry that depends on smart decisions and shared leadership.”

Cow Camp offers workshops on body condition scoring, calving preparation and simulator training, expected progeny differences (EPDs), vaccine handling, forage sampling, pasture monitoring and more. The program is tailored for women who are managing a first herd, helping with a family operation, or entering the industry from the ground up.

“This event is about capacity building,” said Emma Briggs, KSRE beef production specialist. “It’s about giving women the skills, support and access to research-based information they need to contribute meaningfully to their operations and the broader beef industry. That’s what the land-grant mission is all about—bringing the university to the people and investing in rural communities.”

As the cattle industry evolves, more women are stepping into decision-making roles on farms and ranches. Yet many report limited access to training and peer support—particularly in rural areas. Cow Camp addresses that gap through a supportive, no-pressure environment where participants can ask questions, try new techniques and connect with others facing similar challenges.

“We’re not just teaching skills—we’re building confidence and community,” Johnson said. “And that’s what keeps women in agriculture long term.”

K-State Research and Extension developed Cow Camp in response to growing demand for educational opportunities that reflect the realities of western Kansas agriculture. The program supports both beginning and experienced producers and reinforces the university’s commitment to practical, inclusive outreach as part of its land-grant heritage.

The event is limited to 40 participants. Registration is $75 and includes meals, materials and all workshop sessions. KANSAS CITY, Mo. (AP) — Steven Kwan hit a two-run home run, Tanner Bibee struck out eight in five innings, and the Cleveland Guardians beat the Kansas City Royals 6-4 on Saturday night to earn a doubleheader split.

Kansas City&nbsp;<a href="https://apnews.com/article/cleveland-guardians-kansas-city-royals-score-bc3d30f7d34788831c14afe7331d699f">won the first game 5-3</a>&nbsp;with a walk-off homer in the 10th inning. The Guardians have not swept the Royals in a doubleheader since April 24, 2008.

Kwan's 431-foot home run into the right field fountains of Kauffman Stadium gave the Guardians a 6-2 lead.

The Guardians drew four straight walks in the first with Carlos Santana drawing the RBI walk to give Cleveland a 1-0 lead. Johnathan Rodríguez extended the lead with a two-run double in the first. Daniel Schneemann hit a sacrifice fly RBI in the third.

Bobby Witt Jr. and Freddy Fermin each hit two-run home runs for Kansas City.

Bibee (7-9) allowed four runs on seven hits for his third straight win. After taking the loss in game one, Emmanuel Clase earned his 24th save of the season.

Kris Bubic (8-7) gave up four runs on three hits in 2 2/3 innings of work with four walks and one strikeout. Bubic got off to a slow start, throwing 42 pitches in the first inning. The four walks matched a season-high.

Jac Caglianone exited game one on Saturday with left groin tightness and was moved to the 10-day injured list with a left hamstring strain.

Kwan's home run was the spark the Guardians needed to get the win. Since July 7, Cleveland has homered in 14 of 16 games.

Santana drew his 133rd career walk against the Royals, which tied Rickey Henderson for most career walks vs. Kansas City.

LHP Joey Cantillo (2-0, 3.91 ERA) will start the series finale for Cleveland. LHP Noah Cameron (4-4, 2.61) is slated to take the mound for Kansas City.

⚾ Kwan's homer lifts Guardians over Royals and doubleheader split

KANSAS CITY, Mo. (AP) — Jonathan India hit a three-run home run in the 10th inning to send the Kansas City Royals past the Cleveland Guardians 5-3 on Saturday in the first game of a doubleheader.

Trailing 3-2, John Rave and Luke Maile walked to lead off the 10th off Guardians closer Emmanuel Clase (5-3).

Automatic runner Tyler Tolbert was picked off second base after Rave's walk. India's 413-foot drive to left center won it for the Royals. It was India’s fifth homer of the season.

Kyle Manzardo's bases-loaded RBI single in the top of the 10th gave the Guardians a 3-2 lead.

Steven Cruz (3-1) earned the win for Kansas City.

Maikel Garcia went 2-for-3 with a two-run home run, triple and a walk. Salvador Perez had a two-hit game with a double. Garcia's two-run homer in the fourth inning gave the Royals a 2-0 lead. It was his ninth homer of the season.

Bo Naylor drove in both of the runs for the Guardians with a sac fly in the fifth and an RBI double in the seventh.

Kansas City's Michael Wacha pitched 5 1-3 innings of one-run ball, allowing three hits with five strikeouts and one walk.

Gavin Williams gave up two runs and five hits in six innings with three strikeouts and two walks for the Royals.

The series opener on Friday game was postponed because of weather, which set up a split doubleheader on Saturday.
