TMP-Marian announces Homecoming Court 2025

THOMAS COUNTY—Two people were injured in an accident just before 8a.m. Tuesday in Thomas County.

The Kansas Highway Patrol reported a 2015 Chevy Malibu driven by Megan Marie&nbsp;Gaede, 36, Hoxie was approaching the intersection of U.S. 24 and County Road 23 four miles east of Kansas 25. The Chevy rear-ended a&nbsp; 2014 Toyota Corolla driven by Horiana Xochitl&nbsp;Garcia Espinoza, 28, Colby, who was slowing down for a turning semi.

EMS transported both drivers to Citizens Medical Center. Both drivers were properly restrained, according to the KHP.

The Ellis County Commission approved the 2026 budget with a mill levy increase of 1.96 mills during its Tuesday meeting.

A public hearing provided taxpayers the chance to give input on the general fund and fire district, both of which exceed the revenue-neutral rate. The budget process began in March.

The general fund mill levy increase will bring the total general fund expenditures to $34.7 million.&nbsp;The mill levy increase will require a homeowner with a house appraised at $100,000 to pay $22 more per year, and a homeowner with a house appraised at $200,000 to pay $45 more per year.

Several residents urged the commission to remain revenue-neutral, warning that tax burdens would be imposed on homeowners and businesses. Resident Mark Hess said the commission was breaking campaign promises to keep spending in check.

"It is imperative for the commission to look back at the budget and to make some of those tougher calls that you guys are elected to do," Hess said. "True leadership means honoring your commitments, holding every budget line to performance standards and having the discipline to say no when necessary."

Resident John Pyle described himself as an “overtaxed citizen,” saying that his property taxes increased from $3,600 to $5,800 over the last five years. He shared valuation numbers and suggested commissioners look at alternative revenue sources.

Darin Myers, county administrator, said the mill levy increase was necessary to prepare for possible federal grant reductions. Commissioner Nathan Leiker emphasized the commission devoted significant time to identifying areas where spending could be reduced.

"We as commissioners spent one day alone, almost 13 hours, going through each department, item by item, justifying costs and adjustments," Leiker said.

Myers said about $770,000 was trimmed during a budget meeting, but some items were later reinstated. Commissioner Neal Younger said while county spending is high, it supports 18 services.

"Whether it be an ambulance, road and bridge, noxious weeds, mental health, that's where a lot of money goes to," Younger said.

Adam Pray,&nbsp; a developer, complimented the commission's efforts but recommended exploring sales taxes to help shift some of the costs to visitors.

Personnel policy change for retiree insurance

The county approved a personnel policy change regarding retiree health insurance, as mandated by a Kansas statute.

The law requires local governments that offer health insurance also to make the coverage available to retirees and their dependents, provided they apply within 30 days of retirement, have at least 10 years of employment with a local government and retired after Dec. 31, 1988.&nbsp;

Coverage ends when the retiree reaches 65 years old, premiums are not paid, or the retiree gains coverage under another employer's plan.

New electronic health record for Ellis County Health Department

The county health department received approval to purchase a new electronic health record system, replacing an outdated one. The five-year purchase price of about $77,100 will be prepaid using Workforce Development Grant funds and will have no impact on the general fund.&nbsp;

A homeowner received approval from the commission to use a county easement in Commerce Estates to build a private road that would provide access to his property. The homeowner will be responsible for funding, building and maintaining the road.

Hays police officers swap squad cars for bicycles, gaining a new view of the streets they patrol.

Hays Police Patrol Corporal Alex Broadway said the bike division focuses on community policing, mainly downtown and around Fort Hays State University.

"We're preventing crimes in and of themselves from us being there," Broadway said. "I like to think that because we're preventing those college parties from overgrowing, we would have prevented college kids from getting overly intoxicated, stumbling out and getting struck by a vehicle."

Bike officers undergo a&nbsp;40-hour training program through the International Police Mountain Bike Association. Dakota Reese, Hays Police patrol sergeant, said this prepares the division to handle any situation.

"The main job of bike patrol at this time of year is in our college areas... you've got 2,000 kids out, there's beer cans, we're hopping curves and moving around illegally parked cars, so that creates its own obstacles," Reese said.

The bike division is most active on weekends, during special events and in warm weather to boost police visibility.

"People are more willing just to come up and chat with us. We're a lot more approachable to members of the community," Broadway said.

Broadway and Reese will participate in Pedal Patrol in the Park at 11 a.m. Sept. 13 at Aubel-Bickle Optimist Park, 30th and Sherman Ave., where they will share safety tips and encourage safe riding in Hays.

"We're hoping for a good time and to have some positive contacts with people in the community," Broadway said.

The event will feature an electric scooter raffle tied to a brief safety presentation, a kids’ safety course, snacks, food trucks and a DJ. A limited number of free helmets will be given away.

Broadway said the bike patrol rides in colder weather with jackets and gloves, but stays off the streets in rain, snow or slippery conditions. Officers typically cover 10 to 15 miles per shift.

According to Broadway, bike patrol officers most often respond to underage drinking, fights and traffic-related incidents. When an arrest is required, a patrol car is called in for transport.

"We can see and hear so much more because we're out there. It's not uncommon for bike officers to catch a DUI and process it," Broadway said.

Broadway said riding a bike does not limit an officer’s ability to serve, as shifts usually finish in a patrol car toward the end of the night. He added the best part of the job is directly engaging with the community.

"Interacting with people who are supportive of what we do, those are some of my favorite moments," he said.

The Hays Police Department launched "Ride Right Hays," a new safety campaign to educate residents on the proper and lawful use of UTVs, ATVs, golf cars, scooters and bicycles.

CASA names new donor relations, public engagement manager

ROOKS COUNTY —A pair of small earthquake shook portions of northwest Kansas since Friday.

Just before 10p.m. Monday, a quake with a magnitude 3.6 rattled rural Rooks County approximately 3 miles northwst of Stockton, according to the Kansas Geological Survey.

Just before 5a.m. Friday, the Kansas Geological Survey reported a 2.3 magnitude quake in the same area. There are no reports of any damage, according to the Rooks County Sheriff's office&nbsp;

K-State Research and Extension Cottonwood District will be hosting our annual make and take pizza night in honor of National Family Day on September 29 from 4:00 p.m. to 6:00 p.m. at our office located at 601 Main Street in Hays.

Family Day is a national effort to promote family dinners. 

Research shows family dinners are a great way to reduce youth substance abuse and other risky behaviors as reported by The National Center on Addiction and Substance Abuse at Colombia University. 

Not only are family dinners a way to bring families together but young children can also learn valuable life skills.

 Cooking is an important life skill for children to learn before they grow up and are out on their own. Knowing how to plan menus, budget for food, and follow a recipe provides many skills that will help children as they become adults. 

Knowing how to cook meals versus heating something up from a box can also aid our children’s health. Processed foods often have many added ingredients that can lead to health issues. 

Having children help in the kitchen teaches them math skills and to follow directions. 

When children help prepare meals, they tend to have more motivation to eat the meal as well. If they have taken part in preparation, they are more likely to try new foods and recipes. This can be particularly helpful for picky eaters!

FHSU announces Homecoming 2025 activities, events

Us 4 U, a student organization at Fort Hays State University, will host a “Prayer Service for Peace” at 5:30 p.m. Tuesday, Sept. 16, at the Methodist Campus Center, 507 Elm St.

Led by local religious leaders, the service will include reflections, scripture readings, prayers, and silent meditation. Together, we will light candles and pray for peace, justice, and unity around the world.

The Healing Hearts Grief Support Group will have a special guest speaker at its next meeting at 6:30 p.m. Thursday, Sept. 18. 

The meeting will be in the new Hays Senior Center location inside the Schmidt Community Center, 2510 Canterbury Dr. Doors will open at 6:15 p.m. Attendees are asked to use the south entrance. The meeting is free and open to the public.

Kenneth Windholz, a clinical psychotherapist, will speak on the topic “Visitation Dreams.” Windholz teaches graduate and undergraduate courses in the Psychology Department at Fort Hays State University. He has authored book chapters and articles on neuropsychology. He has served as the president of the Kansas Association of Masters in Psychology, is the current president of the NAMI (National Alliance on Mental Illness) Kansas Board of Directors, and serves as the faculty sponsor for NAMI on the FHSU campus.

Dr. Kate McGonigal, the Healing Hearts group facilitator, said Windholz’s appearance is a celebration of the “new beginning” for Healing Hearts. It did not meet while the Senior Center was relocating to its new home. The group will continue meeting at 6:30 the third Thursday night of each month in its new home, she said.

Healing Hearts is a grief support group for adults who have lost a loved one. McGonigal said, “We want anyone who is experiencing grief to join us for one meeting, or for however meetings they wish, as they navigate the road to coping with the death of someone they loved. We focus on healing and coping from close personal losses.”

McGonigal is an associate professor of sociology at Fort Hays State University, where she has taught since 2004. She teaches the Death &amp; Dying class at FHSU, with an emphasis on caregivers and caregiving.&nbsp;

Grief support group to have guest speaker Sept. 18

WASHINGTON (AP) —&nbsp;<a href="https://apnews.com/hub/us-supreme-court">The Supreme Court</a>&nbsp;granted an unusually quick hearing on President Donald Trump's&nbsp;<a href="https://apnews.com/article/trump-tariffs-court-ruling-trade-1c5a02ad38597c3629eff5977490813a">sweeping tariffs</a>&nbsp;on Tuesday, putting a policy at the center of his economic agenda squarely before the nation's highest court.

The justices will hear the case in November, a lightning-fast timetable by the Supreme Court's typical standards, and rule at some point after that. The tariffs will stay in place in the meantime.

The court agreed to take up an appeal from the Trump administration after lower courts found most of his tariffs illegal.

The small businesses and states that challenged them also agreed to the accelerated timetable. They say Trump's import taxes on goods from almost every country in the world have nearly driven their businesses to bankruptcy. “Congress, not the President alone, has the power to impose tariffs,” attorney Jeffrey Schwab with the Liberty Justice Center said.

Two lower courts have agreed that Trump didn't have the power to impose all the tariffs under an emergency powers law, though a divided&nbsp;<a href="https://www.cafc.uscourts.gov/opinions-orders/25-1812.OPINION.8-29-2025_2566151.pdf">appeals court</a>&nbsp;left them in place.

The Trump administration asked the justices to intervene quickly, arguing the law gives him the power to regulate imports and striking down the tariffs would put the country on “the brink of economic catastrophe.”

The case will come before a court that has been reluctant to check Trump’s extraordinary flex of executive power. One big question is whether the justices’ own expansive view of presidential authority allows for Trump’s tariffs without the explicit approval of Congress, which the Constitution endows with the power to levy tariffs. Three of the justices on the conservative-majority court were nominated by Trump in his first term.

While the tariffs and their erratic rollout have raised fears of higher prices and slower economic growth, Trump has also used them to pressure other countries into accepting new trade deals. Revenue from tariffs totaled $159 billion by late August, more than double what it was at the same point a year earlier.

Solicitor General D. John Sauer has argued that the lower court rulings are already affecting those trade negotiations. If the tariffs are struck down, the U.S. Treasury might take a hit by having to refund some of the import taxes it’s collected, Trump administration officials have said. A ruling against them could even the nation’s ability to reduce the flow of fentanyl and efforts to end Russia’s war against Ukraine, Sauer argued.

The administration did win over four appeals court judges who found the 1977 International Emergency Economic Powers Act, or IEEPA, lets the president regulate importation during emergencies without explicit limitations. In recent decades, Congress has ceded some tariff authority to the president and Trump has made the most of the power vacuum.

The case involves two sets of import taxes, both of which Trump justified by declaring a national emergency: the tariffs first announced in April and the ones from February on imports from Canada, China and Mexico.

It doesn’t include his levies on foreign steel, aluminum and autos, or the tariffs Trump imposed on China in his first term that were kept by Democratic President Joe Biden.

Trump can impose tariffs under other laws, but those have more limitations on the speed and severity with which he could act.

CLOUD COUNTY —Law enforcement are investigating a suspect for a violent knife attack in north central Kansas.

Just before 9:30p.m. Monday, police were dispatched to the 200 Block of West 11th Street in Concordia after a report of a victim with a stab wound, according to a media release from Concordia Police Chief Brent Gering.

First responders located a victim with a life-threatening stab wound and multiple defensive wounds. The Concordia Fire Department rendered aid to the victim and transported the victim to North Central Kansas Medical Center. The victim was later transferred to Salina Regional Health Center.

Officers located the suspect, later identified as 39-year-old Martin Santos Ambros. Officers placed him in handcuffs. He then attempted to escape custody and was unsuccessful.&nbsp; The scene was secured and evidence collected. Santos-Ambros is being held in the Cloud County Jail on requested charges of attempted-murder in the 2nd degree-domestic and Felony interference with law enforcement.

Man accused in violent north central Kansas knife attack

NEW YORK (AP) — U.S. stocks rose to more records on Tuesday after the&nbsp;<a href="https://apnews.com/article/jobs-economy-revisions-labor-department-f4a29a2b948f7bce0d6558824ffe0fd5">latest update</a>&nbsp;on the job market bolstered Wall Street’s hopes for a slowdown that’s deep enough to get the Federal Reserve to&nbsp;<a href="https://apnews.com/article/inflation-federal-reserve-powell-287af1c758a30d67f5384d17423c5029">cut interest rates</a>, but not so overwhelming that it causes a recession.

The S&amp;P 500 rose 0.3% and squeaked past its&nbsp;<a href="https://apnews.com/article/stock-markets-dollar-bonds-tech-6d516f33d189c8f6f82f3932eabcbc94">all-time high set last week</a>. The Dow Jones Industrial Average climbed 196 points, or 0.4%, while the Nasdaq composite gained 0.4%. They likewise set records.

Traders have become convinced that the Federal Reserve will cut its main interest rate for the first time this year at its next meeting in a week to prop up&nbsp;<a href="https://apnews.com/article/jobs-economy-unemployment-trump-firing-f686eab61f7d6b702ca10b12b0250498">the slowing job market</a>. A report on Tuesday offered the latest signal of weakness, when the U.S. government said its prior count of jobs across the country through March&nbsp;<a href="https://apnews.com/article/jobs-economy-revisions-labor-department-f4a29a2b948f7bce0d6558824ffe0fd5">may have been too high by 911,000</a>, or 0.6%.

That was before President Donald Trump shocked the economy and financial markets in April by&nbsp;<a href="https://apnews.com/article/trump-tariffs-liberation-day-2a031b3c16120a5672a6ddd01da09933">rolling out tariffs</a>&nbsp;on countries worldwide.

The bet on Wall Street is that such data will convince Fed officials that the job market is the bigger problem now for the economy than the threat of inflation worsening because of Trump’s tariffs. That would push them to cut interest rates, a move that would give the economy a boost but could also send inflation higher.

A lot is riding on Wall Street’s hope that the job market is slowing by just the right amount: Investors have already sent U.S. stock prices to records because of it. Inflation also needs to stay at a reasonable level, even though it looks tough to get below the Fed’s target of 2%.

Traders are unanimously expecting a rate cut next week, but they pared their forecasts for a deeper-than-usual reduction following Tuesday’s revision for U.S. job growth. That caused a slight recovery for Treasury yields following their sharp recent slide.

“The more likely course is for the Fed to deliver an October and December cut rather than trying to deliver a catchup cut in September,” said Brian Jacobsen, chief economist at Annex Wealth Management.

Coming reports on inflation due on Wednesday and Thursday could alter expectations further. Hotter-than-expected readings could put the Fed in a worst-case scenario and make a series of cuts to rates less palatable.

On Wall Street, UnitedHealth Group climbed 8.6% after saying its executives plan to tell investors and analysts that it’s sticking with its profit forecast for 2025. That helped it trim its loss for the year so far, which came into the day at 36.7%, as insurers across the industry have contended with&nbsp;<a href="https://apnews.com/article/unitedhealth-second-quarter-health-insurers-4189fae975e4ee1c0aac88ed11b8dcf4">soaring medical costs</a>.

Nebius Group, a Dutch company working in artificial-intelligence infrastructure, saw its stock that trades in the United States soar 49.4% after announcing a contract to deliver GPU services to Microsoft. The contract could be worth between $17.4 billion and $19.4 billion, and it runs through 2031.

Fox dropped 6.1% after&nbsp;<a href="https://apnews.com/article/rupert-murdochs-children-lachlan-james-elisabeth-prudence-9f3e4b0009200110fac44f34712e322a">Rupert Murdoch’s family</a>&nbsp;said they’ve reached&nbsp;<a href="https://apnews.com/article/rupert-murdoch-family-media-empire-control-d6c93b1c99b2daadf03dc3faa0982e09">a deal on control</a>&nbsp;of the 94-year-old mogul’s media empire after his death. The agreement ensures that there will be no change in direction at Fox News, the most popular network for President Donald Trump and conservatives.

The deal creates a trust establishing control of the Fox Corp. for&nbsp;<a href="https://apnews.com/article/lachlan-rupert-murdoch-fox-news-a5100d8bd20f72efe5a83eec32823f1f">Lachlan Murdoch</a>, Rupert’s&nbsp;<a href="https://apnews.com/article/murdoch-fox-quit-emeritus-30286a4a3107b7bde612adbfc7891958">chosen heir</a>&nbsp;who has been running Fox in recent years, along with his younger sisters, Grace and Chloe.

Apple slipped 1.5% after unveiling its&nbsp;<a href="https://apnews.com/article/apple-iphone-tariffs-price-increase-5b78b243daceb791e19fc6e2c2740112">next generation of iPhones.</a>

All told, the S&amp;P 500 rose 17.46 points to 6,512.61. The Dow Jones Industrial Average added 196.39 to 45,711.34, and the Nasdaq composite climbed 80.79 to 21,879.49.

In stock markets abroad, France’s CAC 40 rose 0.2% as the market remained relatively calm even though its government is facing a&nbsp;<a href="https://apnews.com/article/france-prime-minister-bayrou-macron-economy-crisis-e28574497723868f0be8b7973b84c05e">crisis of confidence</a>&nbsp;after legislators voted to&nbsp;<a href="https://apnews.com/article/france-macron-bayrou-budget-d60c7c0881f3c8d633f02653043c1f55">oust another prime minister</a>. It and other governments around the world, including the United States, are facing increased scrutiny on how they plan to pay for their spending.

Indexes were mixed across the rest of Europe and in Asia.

Japan’s Nikkei 225 erased early gains to finish 0.4% lower as political uncertainty continued after Prime Minister Shigeru Ishiba said over the weekend that he planned to step down. Who will replace him is still uncertain and may take weeks to decide.

Wall Street rises to more records

CUPERTINO, Calif. (AP) — Apple on Tuesday rolled out its next generation iPhones, which include a new ultra-thin model and a slight price hike for one of its high-end models, while the company feels the squeeze of a global trade war.

The iPhone 17 line-up includes a new slimmed-down model that will adopt the “Air” name that Apple already uses for its sleekest iPads and Mac computers. In what has become an annual rite for Apple, all four new iPhone 17 models will feature better cameras and longer-lasting batteries than last year’s lineup. The iPhone 17 will all boast at least 256 gigabytes of storage, doubling the minimum amount from the last generation.

“We are raising the bar again,” Apple CEO Tim Cook boasted in front of a crowd gathered in an auditorium named after the company's late co-founder, Steve Jobs, located on its campus in Cupertino, California.

The new iPhones are the first to be released since President Donald Trump returned to the White House and unleashed&nbsp;<a href="https://apnews.com/hub/tariffs">a barrage of tariffs</a>, in what his administration says is an attempt to bring overseas manufacturing back to the U.S. — a crusade that has thrust Cook into the hot seat.

All the iPhone 17 models are still expected to be made in Apple’s manufacturing hubs in China and India, exposing them to some of Trump's tariffs.

Analysts believe the additional fees on iPhones coming into the U.S. increase the pressure on Apple to raise prices to help protect its profit margins on its most marquee product.
