The Hays USD 489 school board approved a maximum guaranteed price of $5.7 million for renovations of Felten Elementary School at its meeting Monday night.

The renovations will include new ceiling tiles, flooring, paint and new cabinetry. For the lower grades, bathrooms will be added to the classrooms.

A new drive will be added off of Oak Street. New concrete sidewalks will be added on the west side of the school, extending to the parking lot, and in the southeast corner of the school property.

New fencing will be installed on the west side of the school to enhance safety as the former middle school transitions into an elementary school.

The parking lots will have mill and overlay.

Board member Derek Yarmer asked whether workers scoped the plumbing to determine whether any further repairs were needed. 

Chris Billinger,&nbsp;Nabholz Construction project manager, said the plumbing system was scoped, and the results were sent to DLR, the district's architect, to determine which areas needed repairs. Those repairs were included in the designs before the project was bid.

An additional $1 million of plumbing work had to be added to the O'Loughlin Elementary School project after the initial bid because a later scope of the pipes found significant problems.

"It's good to know everything you're dealing with before you go into a project," Yarmer said.

Yarmer asked how much more money would be needed from the capital outlay fund to finish the renovations once the Nabholz Construction contract is completed.

Superintendent Ron Wilson said, "Originally we thought there would be areas that we would not be able to cover, but under this plan, we are touching everything."

Chris Hipp, assistant superintendent for business services, said the district will have expenses to plant grass and to set up the playground equipment that used to be at Lincoln and Wilson elementary schools at Felten. That moneywill come from the capital outlay fund.

Yarmer said since the bond-funded projects are set to be completed, there should be fewer maintenance needs from the capital-outlay fund.

Billinger said he was pleased with how the bidding process went. The total for all bids came in under budget.

The local contractor's participation equaled 69.9% of the project.

Felten is the last project to be bid in the district's current slate of bond-funded projects. With this project added, construction costs will total $148,690,000.

With the addition of design and other costs, the total of all the bond-funded projects will be $165,497,000.

Board members Allen Park and Derek Yarmer voted against the Felten contract, saying they wanted more time to consider it.

Wilson said the board members have known for some time that the contract would come before them for a vote, and delaying the vote could result in the project not being completed by the beginning of the next school year.

Board member Craig Pallister said, "I don't want to hurt kids and teachers by not getting this building done just because we have a personality conflict on a procedure."

Billinger said delaying approval of the contract would put substantial strain on the ability to complete the project on time and could require rebidding at a higher price.

Board Vice President Ruth Ruder said she was confused as to why other board members wanted to delay, since they knew, since the bond issue was approved, what the scope of work and cost of renovations would be for the new elementary school.

Board member Jayme Goetz said she felt she was being bullied for wanting to step back and review the contract more closely.

Work on the Felten renovations will begin soon. The school is set to open to students in the fall.

Wilson Elementary School students will be moving into the renovated Felten Elementary School, and Wilson will close as an elementary school at the end of this school year.

Wilson will eventually be converted for use as an administrative center, and the Rockwell Administration Center will be closed.

A 22-year-old Hays woman allegedly rammed her vehicle into a man's car during a chase.

Hays Police Chief Don Scheibler said officers were dispatched about 12:10 p.m. on Feb. 20 to the 1300 block of Western Plains Drive. The investigation later determined the incident began as a domestic dispute between Ashton Caitlen Tabor and a Hays man with whom she had previously been in a relationship.

After allegedly throwing a brick at the man’s vehicle and causing damage, Tabor then pursued him and allegedly struck his vehicle with her own.

Scheibler said Ellis County deputies stopped Tabor’s vehicle, and she was taken into custody without incident.

Tabor was arrested on charges of alleged aggravated battery and criminal damage. Scheibler said the Ellis County Sheriff’s Office is investigating additional drug-related charges

The man Tabor was allegedly pursuing was later arrested on unrelated charges. No injuries were reported.

GOODLAND — Fort Hays Tech | Northwest will host a ribbon cutting and dedication ceremony on Friday, February 27, at 1 p.m. (MT) to celebrate the official opening of the Schears Family Center for Innovation and Design and the Tiny Tigers Child Care Facility.

The event will take place at 1407 Eustis Avenue in Goodland and is open to the public. Community members, donors, partners, and supporters are invited to attend and help mark this important milestone for the college.

The ceremony will honor the Schears Family for their generosity and lasting impact on Fort Hays Tech | Northwest. 

The Schears Family Center for Innovation and Design represents a significant investment in hands-on learning, creativity, and workforce preparation, providing students with modern spaces designed to support collaboration, innovation, and technical excellence.

Ben Schears, FHSU Vice President for Economic and Workforce Development and former president of Fort Hays Tech | Northwest, said the college has played a foundational role in his family.

Fort Hays Tech|NW to host ribbon cutting, ceremony honoring Schears family

WAKEENEY — Optometrist Michaela Sasse will be joining Dr. Heather Robben's office in WaKeeney starting in February and will offer some new services. She will be taking new patients and has a particular passion for working with children. 

Dr. Sasse grew up on a farm near Gaylord. She completed her undergraduate studies at Fort Hays State University and received a bachelor of science degree in biology. While at FHSU, Dr. Sasse was recognized as an outstanding senior when she was named a Torch Award finalist. 

She obtained her doctorate from the Southern College of Optometry in Memphis, Tennessee, graduating magna cum laude, and was named to the Beta Sigma Kappa International Optometric Honor Society. She was awarded the COVD Award for Excellence in Vision Therapy in recognition of her strong clinical skills in vision therapy. She was also selected as a member of the Gold Key International Honor Society, a membership designation based upon leadership, scholarship, and value to the class, college, and profession of optometry. 

In her free time, she enjoys participating in ministry, traveling, watching sports, and spending time with friends and family.

New optometrist, FHSU grad to join WaKeeney practice

Wendy Rohleder-Sook, chair of the Fort Hays State University Department of Communication Studies, Law, and Political Science, and assistant professor of Political Science, was recently appointed to the Kansas Rural Justice Initiative Committee by Kansas Supreme Court Chief Justice Eric Rosen.

Rohleder-Sook previously served on the 2022 Rural Justice Initiative Committee, which examined the unmet legal needs in rural Kansas and made recommendations related to the shrinking number of attorneys living and working in rural areas. The new standing committee will work to implement and monitor the effectiveness of those recommendations. Rohleder-Sook will serve in her new appointment until June of 2029.

“I’m honored to serve on this committee to help improve access to legal services in rural Kansas,” said Rohleder-Sook. “Having grown up and lived most of my life in northwest Kansas, I understand how vital these services are to our rural communities. Access to legal representation, including the opportunity to develop a face-to-face relationship with an attorney, is critically important.”

Work has already begun to implement the committee’s recommendations, including supporting legislation to address law student loan debt. The members have also partnered with Kansas law schools and bar associations to develop professional organizations for rural attorneys.

Rohleder-Sook looks forward to continued collaboration and creating solutions for rural Kansans.

Across the United States, property taxes are a primary source of funding for local services as public schools, infrastructure, emergency services and community programs. While these services benefit communities, senior citizens and disabled veterans often argue that their income does not rise at the same pace as property taxes. 

To address these concerns, many states offer relief programs for seniors including Kansas. 

During the Legislative Session in 2021 a bill was passed and signed into law for property tax relief. This bill addresses property tax relief claims for senior citizens and disabled veterans. 

The rebate to you will be the difference between the 2021 real estate tax amount and the real estate tax amount as of the year you are applying for the rebate. 

A household adjusted gross income is also considered in this bill. A cost-of-living adjustment is made to the household income limitation each year. For the calendar year 2025 your Adjusted Gross Income (KAGI) was $58,041 or less. Social Security benefits are subtracted from KAGI income limit. To qualify you must live in your home for the entire year you are requesting reimbursement and your house must be valued at $350,000 or less in the year you first qualify.

The “Unaffordable” Care Act, known as Obamacare, continues to make private health insurance extremely expensive for individuals.

 Many Americans turn to health care sharing ministry plans, which are considerably less expensive by making access health care more affordable. SB 368 passed the Senate and furthers the objective as it creates the Health Care Sharing Ministries Tax Deduction Act to provide a subtraction modification for qualified health care expenses.

BILLINGER: Senate update Feb. 24: Property tax relief for seniors, disabled vets

National FFA Week is held this year from February 21–28, always aligning with the week of George Washington’s birthday. Within the Hays community, two FFA chapters—Hays High FFA Chapter and TMP-Marian FFA Chapter—are part of the Kansas Northwest District, which includes 28 other chapters across the region.

These chapters dedicate time to hosting events that advance the skills of their members, build connections with the community, and give back through service. Members also compete in district Leadership Development Events (LDEs), such as public speaking and parliamentary procedure, as well as Career Development Events (CDEs), including livestock evaluation, entomology, floriculture, and land judging. 

Some contests provide eligibility for state career competitions, which will be held in Manhattan May 3–5 this year, while select contests will take place at the state convention May 26–29.

The Hays High FFA Chapter, based at Hays High School and serving 61 members, kicked off the week on February 21, with a labor auction dinner to raise funds for senior scholarships. On Tuesday, they hosted an FFA Week breakfast for staff, FFA parents, and community supporters. Wednesday features agricultural tours in partnership with Farm Bureau at the Grinnell ethanol plant and Pioneer Feedyard. The week concludes on Saturday, February 28, with a public Benefit Bingo &amp; FFA Showcase from 2–4 p.m. in the Hays High cafeteria, with proceeds donated to Shriners Children’s Kansas City.

Chapter members say FFA has had a meaningful impact on their growth. 

Riley Eschliman, a junior, shared, “FFA has prepared me for my future by helping me become more confident in public speaking, learn essential life skills, and build self-confidence.” 

Jacob Leiker, a freshman Greenhand member, said, “Being in the national FFA Organization has helped me grow as a leader. It has also helped me become more responsible and confident, and it has taught me the importance of helping others and being involved in my community.” 

Lily Basgall, also a freshman, added, “FFA has helped me grow by expanding my knowledge and understanding the fundamentals of agriculture that drive others to pursue their passions.”

The TMP-Marian FFA Chapter, based at Thomas More Prep-Marian High School and serving 23 members, celebrates National FFA Week through service, engagement, and chapter activities. Members will participate in a faculty and student trivia contest, enjoy a pizza party lunch while wearing FFA T-shirts, hold a chapter breakfast meeting, volunteer at the&nbsp;Chamber of Commerce Ag Appreciation Dinner, and prepare breakfast for staff and faculty.

According to members, these events provide opportunities to build leadership and confidence.

 One student shared, “Being involved in FFA has honestly changed me in ways I didn’t expect. I’ve learned how to speak up for myself, take responsibility, and step into leadership roles even when I felt nervous.” Another added, “Many of my favorite memories in FFA come from the long trips to contests and conventions. Those hours on the bus were filled with music, laughter, inside jokes, and conversations that brought us closer together.”

During National FFA Week, the Hays chapters look forward to celebrating agriculture, serving their communities, and continuing the tradition of developing the next generation of leaders through the National FFA organization.

The City of Hays is reminding residents that pet registrations for 2026 are currently open.

Per city ordinance, all dogs, cats, and non-venomous constrictor snakes exceeding six feet in length must be licensed annually.

To complete the registration, owners of dogs and cats must provide a current rabies vaccination record.

Owners of qualifying constrictor snakes are required to provide proof of microchipping.

“A pet tag is one of the most effective ways to ensure a lost or missing animal returns home,” said Community Service Officer Nikki Hausler. “When an officer or a citizen finds a pet wearing a city license, it allows us to quickly identify the owner and facilitate a safe reunion, often avoiding a trip to the shelter.”

The 2026 licensing fees are $5 for spayed or neutered dogs and cats, while the fee for unaltered pets is $25.

Constrictor snakes exceeding six feet may be registered for $5.

Additionally, owners of breeds classified by ordinance as dangerous, including Staffordshire Bull Terriers, American Staffordshire Terriers, American Pit Bull Terriers, or Pit Bull mixes, must pay a $50 registration fee in addition to the standard licensing costs.

Residents have until March 1 to register pets currently in their possession before late fees are applied.

Unregistered pets will incur a penalty of $10 per month or partial month past the deadline, with a maximum late fee of $50.

“We’ve worked to make this process as efficient as possible for our residents,” said City Clerk Jami Briet. “The registration can be completed quickly at City Hall, and our staff is ready to assist owners in getting their 2026 tags handled before the March deadline.”

Licenses can be obtained in person at the City Clerk’s Office, 1507 Main St.

BUTLER COUNTY —Law enforcement are investigating a suspect on multiple allegations after a chase involving a stolen car.

Just after 5:30a.m. Wednesday, a sheriff's deputy running radar observed a Kia passenger car traveling over 90 miles per hour, west bound on US 54 in the area of Santa Fe Lake Road according to Butler County Undersheriff Daimon Cundiff.

The deputy was able to get behind the Kia at the stop light located at Santa Fe Lake Road. The deputy attempted to stop the Kia west of the intersection but the vehicle fled westbound reaching speeds in excess of 120 miles per hour. 

As the pursuit entered Andover, the driver of the Kia ran the red lights on US 54 at both Yorktown and Andover Road. The deputy terminated the pursuit. 

A short time later, the deputy was notified of a crash at the intersection of US 54 and 143rd St. East and responded to the scene. It was found that the Kia was involved in the crash and the driver had fled the scene on foot after side-swiping one vehicle and striking another. 

The occupant of the struck vehicle was transported to a local Wichita hospital with minor injuries. Through investigation it was determined that the Kia had been stolen in El Dorado but had not yet been reported. 

Through the use of a Wichita Police Department drone, a Butler County K9 team, and quick collaboration with the Sedgwick County Sheriff’s Office, Kansas Highway Patrol Air Section, and the Andover Police Department the suspect was located north and west of the crash scene hiding in the trees. 

He has been identified as Levi H. Nash, 30, of rural El Dorado. He has been booked into the Butler County Jail on requested charges of Felony Fleeing and Eluding, Interference with a Law Enforcement Officer, Reckless Aggravated Battery, Felony Theft, Reckless Driving, and other traffic related charges. Nash is also confirmed to have extraditable felony warrants from another jurisdiction, according to Cundiff.

Kan. stolen car suspect found hiding in trees after a crash

MARION COUNTY —One person was injured in an accident just before 7:30a.m. Wednesday in Marion County.

The Kansas Highway Patrol reported a 2005 Dodge Ram driven by Michael T. Walsh, 75, Lost Springs, was westbound on 340th just east of Sunflower Road approximately 3 miles west of Lost Springs.

The driver fell asleep. The pickup traveled eastbound in the westbound lane. A westbound USD 387 school bus driven by James L. Beeson, 79, Paola, with seven students on board stopped. The pickup struck the school bus head-on.

EMS transported Walsh to St. Luke Hospital. He was not wearing a seat belt at the time of the accident, according to the KHP.&nbsp; Beeson was not injured. One student possibly had an injury but was not transported to the hospital, according to the KHP.

Kansas man hospitalized after head-on crash with a school bus

SALINE COUNTY —Law enforcement investigating a home invasion knife attack have made an arrest.

Just after 3:00 am Tuesday, a 28-year old woman arrived at Salina Regional Health Center with stab wounds on her leg, according to Saline Police Captain James Feldman.

The victim was at her home in north Salina when a known associate forced her way into the residence through a door and stabbed her multiple times. At the time, police did not release the name of the suspect.

Just after 10a.m. Tuesday at around 10 am, officers arrested the suspect identified as 42-year old, Alesha Martinez-Reavis. She is being held in the Saline County Jail on&nbsp;requested charges of Aggravated Battery, Aggravated Burglary, Criminal Threat, Aggravated Intimidation of a Witness, Battery and Criminal Damage to Property.

&nbsp;Martinez-Reavis was accused of Aggravated Intimidation of a Witness because she reportedly threatened to kill the victim if she called police, according to Feldman.

The victim has been treated and was released Tuesday morning from the hospital.

Kansas woman accused of home-invasion knife attack

NEW YORK (AP) — Wellness influencer, author and entrepreneur Dr. Casey Means on Wednesday shared a vision for addressing the root causes of chronic disease instead of feeding into “reactive sick care” during her confirmation hearing to become the nation's next surgeon general.

&nbsp;On&nbsp;Wednesday, U.S. Senator Roger Marshall introduced&nbsp;Dr. Casey Means at her confirmation hearing.

“Our nation is angry, exhausted and hurting,” the 38-year-old said in Washington before the Senate health committee Wednesday. “If we’re addressing shared root causes, we’re going to be able to stop the whack-a-mole medicine that’s not working for us.”

It's a message that dovetails with that of Means' ally,&nbsp;<a href="https://apnews.com/hub/robert-f-kennedy-jr">Health Secretary Robert F. Kennedy Jr.,</a>&nbsp;and his “Make America Healthy Again” movement. It also has some bipartisan support, with many Democrats and Republicans agreeing that the&nbsp;<a href="https://apnews.com/article/children-health-maha-rfk-jr-jama-d920bb5421bfdc2c83d4356986e9ade7">rise in chronic disease</a>&nbsp;is a problem that needs solving.

But Means also faced tough questions from senators about topics that have become divisive in recent years, such as vaccines and hormonal birth control, as well as about her qualifications and&nbsp;<a href="https://apnews.com/article/surgeon-general-trump-casey-means-affiliate-conflicts-8d8cb29defa07028dbd97fc24a72c474">potential conflicts</a>. The Stanford-educated physician’s disillusionment with traditional medicine drove her to a career in which she has promoted various products, at times&nbsp;<a href="https://apnews.com/article/surgeon-general-trump-casey-means-affiliate-conflicts-b0b774dbbb6ea0b5b4bdd0f9f78fbfd5">without disclosing how she could benefit financially</a>. She has no government experience, and her license to practice as a physician is&nbsp;<a href="https://omb.oregon.gov/Clients/ORMB/Public/VerificationDetails.aspx?EntityID=1530903">not currently active</a>.

“I have very serious questions about the ability of Dr. Means to be the kind of surgeon general this country needs,” Vermont independent Sen. Bernie Sanders, the ranking member of the Senate health committee, said Wednesday.

Next, the committee will consider whether to advance Means' nomination, in which case it would go to a vote in the full Senate.

As the nation’s doctor, the surgeon general is a leader for Americans on public health issues. If confirmed, Means could issue advisories that warn of public health threats. She also would be tasked with promoting Kennedy's sprawling&nbsp;<a href="https://apnews.com/article/maha-report-children-health-food-rfk-f0c624d30da939fc9cca09687f8a4273">MAHA agenda</a>, which calls for removing food additives, rooting out conflicts of interest and promoting healthier eating.

Surgeons general also have sometimes used the office to advocate on issues related to vaccination — though the office has no role in creating vaccine policy. While Means has largely steered clear of Kennedy’s&nbsp;<a href="https://apnews.com/article/rfk-kennedy-election-vaccines-2ccde2df146f57b5e8c26e8494f0a16a">debunked views on vaccines</a>, senators from both parties grilled her on how she would approach the issue if confirmed.

Sen. Bill Cassidy, the Louisiana Republican who chairs the Senate health committee, asked Means whether she would advise Americans to vaccinate against flu and measles amid outbreaks across the U.S. She didn't make that commitment, instead emphasizing the importance of informed consent between patients and doctors.

Cassidy, a doctor himself, then asked Means whether she believes vaccines may contribute to autism, a claim that Kennedy has embraced despite&nbsp;<a href="https://apnews.com/article/rfk-jr-vaccine-trump-science-autism-9b99621b01f11b7f0bdc81e5a0b82d2b">overwhelming research to the contrary</a>.

“I do accept that evidence,” she said, referring to the research. "I also think that science is never settled.”

Means said she looked forward to seeing the results of a federal effort to study environmental contributors to autism. The National Institutes of Health is funding such research, and it’s not clear when those findings will be made public.

Means also was asked about concerns she has raised about the&nbsp;<a href="https://apnews.com/article/casey-means-surgeon-general-podcasts-health-care-9eaa4341a62a0762fe827f459e9b1415">birth dose of the hepatitis B vaccine</a>, which the U.S. Centers for Disease Control and Prevention stopped recommending for all children in a move&nbsp;<a href="https://apnews.com/article/hepatitis-b-vaccine-acip-a6032868d6025e2c527c574222fcabf3">criticized by scientific and medical groups nationwide</a>. She said she supports the CDC's approach to the birth dose, but that promoting universal vaccination against the disease “at some point in childhood” was worthwhile.

Senators scrutinize Means' past comments on birth control, psychedelics

Washington Democratic Sen. Patty Murray asked Means to address her past comments that birth control pills were being prescribed “like candy” and showed a “disrespect of things that create life.”

Means said she thinks oral contraceptives should be available to all women, but raised concerns about what she called “horrifying side effects” that can occur in certain populations.

“Doctors do not have enough time for a thorough informed consent conversation,” she said.

According to the American College of Obstetricians &amp; Gynecologists, hormonal birth control methods such as the pill, patch or ring are safe for most people but are associated with a small increased risk of deep vein thrombosis, heart attack and stroke. The risk is higher in some people, such as smokers older than 35 or those who have multiple cardiovascular disease risk factors.

Sen. Susan Collins, a Republican from Maine, noted that Means had touted the&nbsp;<a href="https://apnews.com/article/means-trump-surgeon-general-mushrooms-psychedelic-drugs-72c22ed077409b4bb865214e7ef304a8">therapeutic use of psychedelic mushrooms</a>&nbsp;in her book and tried them herself.
