All persons included in this post are innocent of crimes until proven guilty in a court of law. 

  • Derick Allen Wellbrock, 24, of Hays, was arrested at 12:46 a.m. on January 1, 2013 in the 200 block of West 7th Street on suspicion of driving under the influence of alcohol or drugs.
  • Joseph Richard Penning, 23, of Hays, was arrested at 1:20 a.m. on January 1, 2013 in the 700 block of Fort Street on suspicion of driving under the influence of alcohol or drugs.
  • Aaron Francis Dinkel, 22, of Plainville, Kansas, was arrested at 1:55 a.m. on January 1, 2013 in the 1300 block of Ash Street on suspicion of driving under the influence of alcohol or drugs.
  • Andrew Philip Smith, 31, of Hays, was arrested at 9:56 p.m. on January 2, 2013 in the 200 block of West 17th Street on suspicion of abuse of a child; torture or cruelly beating a child under 18 and aggravated battery.

    Funny Andrew smith arrested for beating the child that earlier in the year was life watched to Wichita with blood on the brain. The baby was only 5 months old then, and the baby sitter was blamed…can’t blame anyone this time but the jays police dept and srs for returning the child to the abusive parents, how many times are we going to allow this child or any other to be tortured.

    At 10PM? It has to be a repeat incident… This is just too sad, my heart breaks for these children… Please pray for the baby & his older sister.
